Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 6, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by the Clerk of District Court, County Sheriff and County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 6, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

West Central District Health Department Director, Shannon Vanderheiden, gave a brief summary on the 2015-2016 Community Health Assessment Report.

 

Vanderheiden informed the County Board of a $52,000 loss in the West Central District dental clinic right now. Their board met and explored options on how to handle this deficit.  They are looking at changing the pay/mix to 70% Medicaid and 30% private pay however it will take some time to correct itself.

 

Commissioner Henry who is part of the West Central District Health Board acknowledged that there is a problem now but feels that it will improve. Other funding sources such as grants have become more difficult to obtain.

 

Commissioner Hewgley questioned if we can afford to keep the dental clinic and asked if the E.R. had to accept them in an emergency as these costs do not come directly from county funds.

 

Dr. Emily Jones, physician for the West Central District Health Department Board, will continue looking for other sources of funding.

 

Motion by Hewgley, seconded by Deterding to approve to support a one-time $1.00 per capita fee per West Central County to sustain the West Central Dental Clinic for the 2016-2017 fiscal year out of the Lincoln County Misc. Fund. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The National Weather Service presented a metal road sign and certificate to Region 51 Emergency Management indicating we are a Storm Ready County and acknowledging commitment to public safety.

 

County Board met with elected officials and department heads at noon.

Advance notice and the agenda for the March 13, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 10, 2017; and was also emailed to the media on March 10, 2017.

 

The agenda for the meetings to be held on Monday, March 20, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
