Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 13, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to appoint Judy Clark as Zoning Administrator to administer and enforce the “Airport Zoning Regulations of The county of Lincoln, Nebraska.” Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to appoint Commissioner Hewgley to represent the Lincoln County Board of Commissioners in Union Negotiations with the Fraternal Order of Police (FOP #26). Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the right of way permit submitted by Constructions Water Solutions LLC, Holdredge, NE.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize Chairman Henry to sign a contract with Weathercraft Roofing Company for roof replacement of the Lincoln County Courthouse – Roof 1, 2, 3 & 4. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 13, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the tax exemption application on real and personal property submitted by Cross of Christ Revival Center, Inc. with the penalty assessed. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to go into closed session at 9:20 A.M. concerning a strategy session regarding pending litigations and to protect the attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Chairman Henry restated the motion for the closed session.

 

Motion by Hewgley, seconded by Deterding to go into open session at 9:35 A.M. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:35 A.M. and the Lincoln County Board of Commissioners reconvened.

 

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the grant for 13 AED units for Lincoln County in the amount of $15,600. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following bids were received for asphalt overlay for the Lincoln County Department of Roads: Werner Construction – $986,859.00; Western Engineering – $951,891.00.

 

Motion by Hewgley, seconded by Deterding to accept the low bid of Western Engineering in the amount of $951,891.00 for asphalt overlay. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following bids were receive for micro-surfacing for the Lincoln County Department of Roads: Sta-Bilt – $437,937.50; Monarch – $416,500.00.

 

Motion by Hewgley, seconded by Deterding to accept the low bid of Monarch in the amount of $416,500.00 for micro-surfacing. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to go into closed session at 10:34 A.M. for discussion regarding deployment of security personnel or devices. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Chairman Henry restated the motion for the closed session.

 

Motion by Hewgley, seconded by Deterding to go into open session at 11:15 A.M. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

No discussion or action was taken following the closed session.

Advance notice and the agenda for the March 20, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 17, 2017; and was also emailed to the media on March 17, 2017.

 

The agenda for the meetings to be held on Monday, March 27, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
