Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 27, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to authorize the Chairman to sign the Lincoln County Victim Witness Unit Grant Award, Subgrant Special Conditions & the EEOP Certification Form. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve entering The county of Lincoln, Nebraska, into a contract with Western Engineering Company, Inc., in regards to an Asphalt Concrete Paving Project on Cottonwood Road and Banner Road for the Lincoln County Roads Department, Project Number LCDOR 2017-1, and authorize the Lincoln County Board Chairman to sign the written contract for The county of Lincoln, Nebraska. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve entering The county of Lincoln, Nebraska, into a contract with Martin Resource Management Corporation d/b/a Monarch Oil Company in regards to a Micro-Surfacing Project on Hershey-Dickens Road, South Dickens Road, and Eshleman Road for the Lincoln County Roads Department, Project Number LCDOR 2017-2, and authorized the Lincoln County Board Chairman to sign the written contract for The county of Lincoln, Nebraska. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the Special Designated Liquor License applications submitted by Sculley LLC for receptions on: September 16, 2017 at the Fairgrounds, July 1, 2017 and October 7, 2017 at Creekside.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

 

The Lincoln County Board of Commissioners recessed at 9:21 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 27, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the certificate of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificate of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Diocese of Grand Island as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid Nebraska as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the notice of valuation change numbered 2017-01 as submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:28 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Henry to appoint Commissioner Hewgley to

represent the Lincoln County Board of Commissioners in negotiations with NEBCON,

Inc., and other parties involved in the replacement of the Lincoln County Courthouse

Heating, Ventilation, and Air Conditioning (HVAC) system; and any proposed

agreement from the negotiations would be subject to approval of the Lincoln County

Board of Commissioners. Upon roll call vote Deterding, Hewgley and Henry voted

“aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to go into closed session at 9:47 A.M.

concerning strategy session regarding pending litigations and to protect the attorney

client privilege, which is clearly necessary to protect the public interest. Upon roll call

vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Chairman Henry restated the motion for the closed session.

 

Motion by Hewgley, seconded by Deterding to go into open session at 10:23 A.M.

Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Approved the following claims as presented for payment:

 

The meeting was adjourned at 11:13 A.M.

 

Advance notice and the agenda for the April 3, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 31, 2017; and was also emailed to the media on March 31, 2017.

 

The agenda for the meetings to be held on Monday, April 10, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
