Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 24, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the right of way permit submitted by Consolidated Companies, Inc. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the right of way permits submitted by BBMC Land Company and SPMC Land Company. Upon roll call vote Deterding, Henry and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 24, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by Bethel Evangelical Free Church & North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by West Central District Health Department and Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to offer a confession of judgment regarding the case of Dennis L. Conley, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 16R 0161, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate, in the aforementioned case (Case No. 16R 0161), should be $4,335.00 (Land – $4,335.00 and Improvements – $-0- ) for tax year 2016. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to offer a confession of judgment regarding the case of Dennis L. Conley, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 16R 0162, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate, in the aforementioned case (Case No. 16R 0162), should be $10,085.00 (Land – $10,085.00 and Improvements – $-0- ) for tax year 2016. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to offer a confession of judgment regarding the case of Dennis L. Conley, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 16R 0163, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate, in the aforementioned case (Case No. 16R 0163), should be $36,840.00 (Land – $36,840.00 and Improvements – $-0-) for tax year 2016. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to offer a confession of judgment regarding the case of Dennis L. Conley, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 16R 0164, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate, in the aforementioned case (Case No. 16R 0164), should be $225,500.00 (Land – $54,335.00 and Improvements – $171,165.00) for tax year 2016. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

The Lincoln County Board of Equalization adjourned at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Brandon Myers, Region 51 Emergency Management Director, gave his quarterly report for the period of January 1, 2017 thru March 31, 2017.

 

Certificates were awarded to the top three Hershey Public School Students for the Severe Weather Awareness Week Poster Contest sponsored by the National Weather Service: 1st place – Katie Abbott, 2nd place – Jaycie Reitz, & 3rd place – Ezra McConnel.

 

Motion by Deterding, seconded by Hewgley to set May 22, 2017 at 10:00 A.M. to receive bids for an advertising agency for the North Platte/Lincoln County Visitors Bureau. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to set July 17, 2017 at 10:00 A.M. to receive bids for a web design for VisitNorthPlatte.com for the North Platte/Lincoln County Visitors Bureau.   Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

Advance notice and the agenda for the May 1, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 28, 2017; and was also emailed to the media on April 28, 2017.

 

The agenda for the meetings to be held on Monday, May 8, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
