Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 1, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by the County Clerk, Register of Deeds & Clerk of District Court. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 1, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Hewgley to approve File No. SU17-003 and authorize the Chairman to sign an application by Tom Curtis for Betts Administrative Subdivision located at 3649 North Trinity Road. The property is described as part of the SW ¼ of Section23; Township 14 North, Range 32 West of the 6th P.M., Lincoln County, Nebraska.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Presentation by Pamela Mann, Executive Director of Region II Services regarding

services provided by the agency.

The following bids were received for the Lincoln County Card Access Control System: Nebraska Fire & Safety – $86,539; and Hinton’s Lock & Alarm – $77,264.50.

 

Security committee will review and a recommendation will be on the next board agenda for consideration.

 

Nancy Striebel, Executive Director of Lincoln County Community Development Corporation, appeared to explain the two grant applications for Nebraska Affordable Housing Program Funds being submitted.

 

The public hearing was opened at 10:20 A.M. for public comment on the two applications.

 

No comments were received.

 

The public hearing was closed at 10:23 A.M.

 

Motion by Deterding, seconded by Hewgley to go into closed session at 10:32 A.M. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Chairman Henry restated the motion for the closed session.

 

Motion by Hewgley, seconded by Deterding to go into open session at 11:01 A.M. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Approved the following claims as presented for payment:

Advance notice and the agenda for the May 8, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 5, 2017; and was also emailed to the media on May 5, 2017.

 

The agenda for the meetings to be held on Monday, May 15, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
