Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 8, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to authorize the Chairman to sign right of way permits submitted by Valley Pro Irrigation and Consolidated Companies Inc. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the 2017//2018 Blue Cross/Blue Shield subgroup application for Lincoln County. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee report submitted by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 8, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The Security Committee reviewed the bids that had been received for a card access control system. They recommend the selection of the bid by Hinton’s Lock & Alarm in the amount of $77,264.50.

 

Motion by Hewgley, seconded by Deterding to accept the bid of Hinton’s Lock & Alarm in the amount of $77,264.50 for the Lincoln County Card Access Control System. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Judy Clark, Planning Director, read the review comments on File No. SU17-004 and stated that planning staff had not objections to the application.

 

Motion by Hewgley, seconded by Deterding to approve File No SU17-004 and application by Raymond & Carol Blede for Blede Administrative Subdivision located at 18645 S Banner Road. The property is located in an A-1 agricultural district and is described as part of the SW ¼ of Section 35; Township 12 North; Range 27 West of the 6th P.M., Lincoln County, Nebraska.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign two enforcement grant applications to be submitted to the Nebraska Office of Highway Safety by the Lincoln County Sheriff’s Office. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

Advance notice and the agenda for the May 15, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 12, 2017; and was also emailed to the media on May 12, 2017.

 

The agenda for the meetings to be held on Monday, May 22, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
