Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Henry offered prayer. Chairman Henry called the meeting to order at 9:03 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 30, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the fee report submitted by the County Clerk. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 30, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption applications submitted by Great Plains Health & Riverside Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption applications submitted by Bethel Evangelical Free Church and People’s Family Health Service (WIC) as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:23 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign a five year cooperative agreement and the one year service agreement with USDA for wildlife services. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve and authorize the chairman to sign a special designated liquor permit submitted by K & L Enterprises Inc. dba Wild Bill’s Wings & Bowling for a reception to be held at Creekside Event Center on July 1, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to acknowledge receipt of Resolution No.
Z17-001 “A” from the Lincoln County Planning Commission, recommending approval
of the rezoning application of Pamela Szwanek, owner, and Michael Noffsinger,
purchaser, under File No. Z17-001, to rezone property from an R-2 Urban Density
Residential District to a C-1 Commercial District located at 149 East North Lake Road, a
tract of land located in the SE ¼ of Section 33, Township 13 North, Range 30 West of
the 6th P.M., Lincoln County, Nebraska, which in effect is a recommendation to Amend
the Official Zoning Map of The county of Lincoln, Nebraska, showing such rezoning.
Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to set a Public Hearing date of June 26, 2017 at 9:30 A.M. on an application from Pamela Szwanek, owner, and Michael Noffsinger, purchaser, under File No. Z17-001 proposing a rezoning of property from a R-2 Urban Density Residential District to a C-1 Commercial District located at 149 East North Lake Road, a tract of land located in the SE ¼ of Section 33, Township 13 North, Range 30 West of the 6th P.M., Lincoln County, Nebraska, which in effect is a proposal to Amend the Official Zoning Map of The county of Lincoln, Nebraska, showing such rezoning; and furthermore instruct the Lincoln County Clerk to have the Public Hearing advertised (Notice of Public Hearing given) as required by law. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the chairman to sign a special designated liquor permit submitted by T’s Bar & Grill of Wallace for a reception to be held at Harbor Lights on July 1, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Richard Hulse of Midwest MOPARS and Courtney Fetger of the North Platte/Lincoln County Visitors Bureau appeared concerning a proposed Midwest MOPARS Drag Racing Event to be held August 5, 2017 in North Platte. Richard plans to have a good, solid event that will continue into the future. They would need to have the road closed down for 6 hours for the event. He has a meeting set up with the City of North Platte about the possibility of using Victoria Lane.

Advance notice and the agenda for the June 5, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 2, 2017; and was also emailed to the media on June 2, 2017.
The agenda for the meetings to be held on Monday, June 12, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
