Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 10, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by Clerk of District Court and the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the right of way application submitted by Dawson Public Power District. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 10, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve the late filing of homestead exemption application filed by Karen McDaniel. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Deputy County Attorney, Joe Wright, presented his research on the request from family members of Anna Luna Ham to allow removal of her ashes from a county plot in the North Platte Cemetery. He stated his legal opinion was to take no action on the request.

 

Nancy VanRoss, sibling of the Anna Luna Ham, stated that it took some time to get things settled and she is now the court appointed legal representative of the estate. The family would like the ashes to be removed and given to them to honor Anna’s wishes.

 

Katherine Clark stated she was Anna’s best friend and did the best she could do to honor Anna’s wishes concerning burial arrangements.

 

The Lincoln County Board of Commissioners took no action on the request.

 

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-17 authorizing the Chairman to sign an agreement with Nebraska Department of Roads on Project No. STD-NBIS (108 & 110) for fracture critical bridge inspections. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign a grant application to be submitted to the Nebraska Office of Highway Safety in the amount of $15,120 for an 18 day campaign. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign a grant application to be submitted to the Nebraska Office of Highway Safety in the amount of $5,880 for a campaign to run during the solar eclipse activities. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The following bids were received for a web design for Visit North Platte.com for the North Platte/Lincoln County Visitors Bureau:

 

The following are base bids for development and build costs only. Other bids for separate components were also included in the bids.

 

Maly Marketing – Lincoln                           $14,780.00

Hollman Media LLC – Kearney                 $12,800.00

Simpleview Inc. – Tucson, AZ                   $19,000.00

 

The North Platte/Lincoln County Visitors Bureau staff and advisory board will review the bids and bring a recommendation back to the County Board.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the special designated liquor permit submitted by North Platte Jaycees for a fundraiser on August 3, 2017 to be held at Harbor Lights. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve going into closed session at 10:32 A.M. concerning strategy session with respect to collective bargaining and to protect the attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Chairman Henry restated the motion for the closed session.

 

Approve going into open session at 10:51 A.M. Motion carried.

 

The Lincoln County Board of Commissioners recessed at 11:44 A.M. and reconvened at 12:34 P.M.

 

The Lincoln County Board of Commissioners recessed at 12:35 P.M. and reconvened as the Lincoln County Board of Equalization.

 

Discussed and considered property valuation protests – From 422’s.

 

The Lincoln County Board of Equalization recessed at 3:58 P.M. and the Lincoln County Board of Commissioners reconvened.

 

The Lincoln County Board of Equalization will also meet on Thursday, July 20, 2017 at 9:30 A.M. to discuss and consider property valuation protests – Form 422’s.

Advance notice and the agenda for the July 17, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 14, 2017; and was also emailed to the media on July 14, 2017.

 

The agenda for the meetings to be held on Monday, July 24, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
