Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 22, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve the 2017 Lincoln County inventory documents for all county departments as presented. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the right of way certificate for Project HRRR-STWD(16) (Advanced railroad crossing signs). Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Deputy County Assessor, Pat Collins appeared.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 22, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The closed session was cancelled concerning pending litigation.
The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2017-
21 by the Lincoln County Board of Commissioners determining the final allocation of
levy for political subdivisions under the county levy limit. Upon roll call vote Deterding,
Hewgley and Henry voted “aye”. Nays, none.
The following informal bids were received for a paving project for the District 11 parking
lot: Stulich Asphalt & Paving – $15,420; Stone Paving Company – $10,016.50.
Motion by Hewgley, seconded by Deterding to approve to accept the bid of Stone
Paving Company in the amount of $10,016.50 for a paving project for the District 11
parking lot. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays,
none.
Motion by Hewgley, seconded by Henry to amend the August 30, 2017 special meeting to be held at 1:00 P.M. to add a Memorandum of Understanding between The county of Lincoln, in the State of Nebraska, and Nebraska Public Power District (NPPD), a public corporation and political subdivision of the State of Nebraska, concerning the County leasing land for a trail (approximately 0.6 miles long) from NPPD, which is in regards to the County applying for a federally funded grant through the Nebraska Game & Parks Commission “Recreational Trails Program” that would be used for the “Lake Maloney Hiking and Biking Trail, Phase IV,” so that such trail could take place. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve going into closed session at
9:58 A.M. regarding Personnel Matters in the Building & Grounds Department, which
includes job performance and conduct being evaluated, to protect needless injury to the
reputation of the individuals. Upon roll call vote Deterding, Hewgley and Henry voted
“aye”. Nays, none.
Chairman Henry restated the motion for the closed session.
Motion by Hewgley, seconded by Deterding to approve going into open session at 11:10
A.M. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The County Board conducted a 2017/2018 Lincoln County budget work session

Advance notice and the agenda for the August 28, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 25, 2017; and was also emailed to the media on August 25, 2017.
The agenda for the meetings to be held on Tuesday, September 5, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
