Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 5, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
No action was taken on the Victim Witness Unit Federal Grant Award.
Motion by Deterding, seconded by Hewgley to receive and order filed the fee reports submitted by the County Clerk, Register of Deeds and Clerk of District Court. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the two year agreement with the City of North Platte for Network Services to end September 30, 2019. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.
Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 5, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption application submitted by Apostolic Worship Center as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Deterding, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Great Plain Health as recommended for approval by the County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Motion by Hewgley, seconded by Deterding to go into closed session at 9:18 A.M. concerning a strategy session regarding pending litigations and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
Chairman Henry restated the motion for the closed session.
Motion by Hewgley, seconded by Deterding to go into open session at 9:37 A.M. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:38 A.M. and the Lincoln County Board of Commissioners reconvened.
A public hearing was opened at 10:01 A.M. to receive comments on the proposed 2017/2018 fiscal year budget for Lincoln County, Nebraska.
Susan Maline, CPA, presented the proposed 2017/2018 Lincoln County budget document.
Ken Main asked questions about the rural ambulance agreements and the DEVCO contribution.
Commissioner Hewgley responded that the county is still in negotiations with the rural fire districts and the number placed in the budget for this item was just an estimated amount. The DEVCO contribution is budgeted at $30,000.
Bernice Zeigler stated she felt the county did a good, reasonable job with the budget while still maintaining services.
Eric Seacrest expressed his support for the County Road budget and South Buffalo Bill project.
The public hearing was closed at 10:19 A.M.
Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-23 for the 2017/2018 fiscal year Lincoln County, Nebraska budget. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.
A public hearing was opened at 10:20 A.M. to receive comments relating to setting the final tax request at a different amount than the prior year tax request.
Bernice Zeigler said she was pleased to see the set levy at a lower rate than last year.
The public hearing was closed at 10:21 A.M.
Motion by Hewgley, seconded by Deterding to approve to adopt Resolution No. 2017-24 setting the final tax request at a different amount than the prior year tax request. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

Advance notice and the agenda for the September 11, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 8, 2017; and was also emailed to the media on September 8, 2017.
The agenda for the meetings to be held on Monday, September 18, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
