Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 23, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign the right of way application submitted by Dawson Public Power District. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to place on file the fee report submitted by the County Sheriff. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 23, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization recessed at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign the grant application to be submitted to the Nebraska Office of Highway Safety for the Lincoln County Sheriff’s Office. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

A public hearing was opened at 9:30 A.M. to receive comments concerning Lincoln County providing, establishing and funding ambulance services in Lincoln County for areas outside the limits of any incorporated city or village in Lincoln County, Nebraska.

 

Ken Main of Sutherland encouraged the board to maintain the formula that was adopted and used in the past for ambulance service needed in these areas.

 

Roric Paulman, representing Sutherland Rural Fire, commented that biggest priority is taking care of patients that need this service. The Mutual Fire Organization is based off valuation and it has been fair.  He questioned if the $177,843.99 is what is being considered for compensation for the fire district involved.

 

County Board replied in the affirmative.

 

Kim Backer, representing the Village of Sutherland, stated they strongly support the past formula used and questioned instead of a five year contract if it could be changed every year based on valuation changes.

 

Bruce Fulk, representing Wallace Rural Fire, reported they are satisfied with the current formula and five year contract.

 

Commissioner Hewgley thanked all those in attendance for participating in the prior meetings concerning ambulance service.

 

The public hearing was closed at 9:43 A.M.

 

Brandon Myers, Region 51 Emergency Management Director, gave his quarterly report for the period ending September 30, 2017.

 

Motion by Hewgley, seconded by Deterding to approve and accept the recommendation of the North Platte/Lincoln County Visitors Bureau advisory board concerning the 2017 Improvement Grant Funding Requests as follows: 308 BMX – $25,000; City of North Platte – Downtown Façade Enhancement Project – $25,000; D & N Event Center – $50,000.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Discussion was held concerning the possible formation of a Lincoln County Security Committee. Deputy County Attorney, Joe Wright, advised that if the board decided to proceed with this committee that is should be established by resolution.

 

Commissioner Hewgley asked that each board member consider short term goals, long term goals and the responsibilities of this committee.

 

County Board Assistant, Tammy White, suggested that the security committee could prepare and establish policy for recommendation to the County Board. She also suggested that the committee meet monthly and that we look at other counties with this same type of committee.

 

County Assessor, Julie Stenger, requested that elected officials be invited to participate in the establishment of the security committee.

 

Recess as the Lincoln County Board of Commissioners at 10:34 A.M. and reconvene as the Lincoln County Board of Equalization.

 

Motion by Deterding, seconded by Hewgley to approve going into closed session at 10:35 A.M. concerning strategy session regarding pending litigations and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Chairman Henry restated the motion for the closed session.

 

Motion by Hewgley, seconded by Deterding to approve going into open session at 11:06 A.M. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Adjourn as the Lincoln County Board of Equalization at 11:06 A.M. and reconvene as the Lincoln County Board of Commissioners.

 

Motion by Deterding, seconded by Hewgley to approve going into closed session at 11:07 A.M. concerning strategy session regarding pending litigations and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Chairman Henry restated the motion for the closed session.

Advance notice and the agenda for the October 30, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 27, 2017; and was also emailed to the media on October 27, 2017.

 

The agenda for the meetings to be held on Monday, November 6, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
