Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk, Terry Heessel.

Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 6, 2017.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Deterding to receive and order filed the fee reports submitted by the Register of Deeds, Clerk of District Court and County Treasurer.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as Becky Mora, Lincoln County Motor Vehicle Department.

 

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 6, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

No certificates of correction or refund were submitted by the County Assessor.

 

Motion by Hewgley, seconded by Deterding to approve the motor vehicle tax exemption application submitted by the Region II Services as recommended for approval by the County Treasurer.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Carla O’Dell, County Roads Superintendent and Howard Klahr, Shop Foreman was present to review bids.

The following bids were received on a tractor and a mower for the Lincoln County Department of Roads less trade:  Titan Machinery, 2013 tractor and 50” mower – $95,500; Titan Machinery, 2013 tractor and 60” mower – $106,500; Plains Equipment, 2018 tractor and 60” mower – $88,808; Murphy Tractor, 2016 tractor and 60” mower – $106,000.  No action was taken on the bids at this time.  Action will be taken on November 20, 2017 at 9:30 AM.

 

The following bids were received on a bottom dump trailer for Lincoln County Department of Roads less trade:  Murphy Tractor, 2018 Ranco – $35,000 and Nebraska Machinery, 2018 Trail King – $35,750.  No action was taken on the bids at this time.  Action will be taken on November 20, 2017 at 9:30 AM

 

Jada Venezie and Jeri Ann Snyder of HHS was present for the appeal submitted by Mandy Reed on the burial of her Mother.  Mike Montgomery of Adams and Swanson represented Mandy Reed.

 

HHS had denied the burial assistance application due to set deadline of 24 hour notice.  The funeral home did not have family information until after the 24 hour deadline.

 

Motion by Hewgley, seconded by Deterding to approve the appeal on case no. 2017-01, the board finds evidence that there being a lack of due process and the appellant is qualified to receive a waiver for a cremation. Based on the verbal evidence of Mike Montgomery with Adams Swanson Funeral home.  Upon roll call vote Deterding, Hewgley and Henry voted “aye”.  Nays, none.

 

Discussion about a resolution for establishing a Security Committee was continued from last meeting.  Joe Hewgley felt that the committee does not need to be so large.  Booker Boyer also felt that 10 members were too large of a committee. Tammy White would like to see it changed to a 9 member committee.

 

Deterding and Hewgley also questioned the individuals at large.  Joe Wright, Deputy County Attorney, explained that one individual was to represent IT.  Tammy White then asked why can’t we say IT?  All agreed to reduce the committee to 9 individuals.  A new resolution is going to be drafted.

 

Since there are to be changes to the resolution, this item was tabled until the next Commissioners meeting.

 

Commissioner Hewgley was excused at 10:35 A.M.

Advance notice and the agenda for the November 13, 2017 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 9, 2017; and was also emailed to the media on November 9, 2017.

 

The agenda for the meetings to be held on Monday, November 20, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
