Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 11, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

Motion by Hewgley, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

Motion by Deterding, seconded by Hewgley to approve and adopt Resolution No. 2017-52 authorizing the Chairman to sign the interlocal agreement to house inmates at the Lincoln County Detention Center for Frontier County. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

Motion by Hewgley, seconded by Deterding to approve and adopt Resolution No. 2017-53 authorizing the Lincoln County Attorney to foreclose “D” tax sale certificates issued by the Lincoln County Treasurer. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

County Assessor, Julie Stenger appeared.

Motion by Deterding, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 11, 2017. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

Motion by Deterding, seconded by Hewgley to approve and authorize the Chairman to sign certificates of correction or refund submitted by the County Assessor for Longhorn LLC. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

Motion by Hewgley, seconded by Deterding to approve and authorize the Chairman to sign certificates of correction or refund submitted by the County Assessor for Espenoza. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

The following informal bids were submitted for print bids for the North Platte/Lincoln County Visitors Bureau for the 2018 Visitor’s Guide and rack cards:

Motion by Deterding, seconded by Hewgley to accept the bids of Meyer Creative in the amount of $11,336.17 for travel guides and $3,165.99 for rack cards. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

The County Board of Commissioners recessed at 10:14 A.M.

The County Board of Commissioners reconvened at 11:55 A.M.

Met with other elected officials at noon.

Advance notice and the agenda for the December 18, 2017 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 15, 2017; and was also emailed to the media on December 15, 2017.

The agenda for the meetings to be held on Tuesday, December 26, 2017 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
