Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Chairman Henry called the meeting to order at 9:00 A.M.

 

Motion by Hewgley, seconded by Henry to elect Commissioner Deterding as County Board of Commissioners Chairman for 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to elect Commissioner Hewgley as County Board of Commissioners Vice Chairman for 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on January 8, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the fee reports submitted by Register of Deeds and Clerk of District Court. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to authorize the Chairman to sign the EEOP certification form for the victim witness grant. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to appoint The North Platte Telegraph as the official newspaper to publish legal notices in 2018 for Lincoln County, NE. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to adopt Resolution No. 2018-02 authorizing the County Treasurer to invest funds for 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to adopt Resolution No. 2018-03 setting the per diem for the Lincoln County Noxious Weed Board members at $40 per meeting attended. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Motion by Henry, seconded by Hewgley to elect Commissioner Deterding as Chairman for the Lincoln County Board of Equalization for 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Deterding, seconded by Henry to elect Commissioner Hewgley as Vice Chairman for the Lincoln County Board of Equalization for 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on January 8, 2018. Upon roll call vote Deterding, Hewgley and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Henry to approve certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Motion by Henry, seconded by Hewgley to grant a waiver to North Platte Catholic Schools Endowment Trust upon finding good cause exists for late filing of the tax exemption application. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Henry, seconded by Hewgley to approve File No. SU18-001 an application by Ivan Gosnell to vacate Gosnell’s Brady Island Subdivision.  This property is located on East Island Road south of Brady and is described as Lots 1,2, 3, 4 and 5 of Gosnell’s Brady Island Subdivision in part of the SE ¼ of Section 34; Township 13 North; Range 28 West of the 6th P.M., Lincoln County, NE.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve File No. SU18-002 an application by Don and Mary Adams and James and Rebekah Gastineau for Rolling Hills Administrative Subdivision. This property is located at 6527 East Thunderhead Drive north east of North Platte. This property is described as part of the SW ¼ of Section 19; Township 14 North; Range 29 West of the 6th P.M., Lincoln County, NE.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the appointments of Tyrell Rousey, Tina Golter and Stacy Kuhlman to the Lincoln/ Logan/McPherson Extension Board for 3 year terms. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Make appointments to the following boards for 2018:

Motion by Hewgley to appoint the following Commissioner to the respective Boards. Deterding seconded the motion.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

  • South Central Planning & Exercise Training Region (SCPETR)-Brandon Myers & Joanna LeMoine
  • Mid-Nebraska Community Services-Roland Coker

 

Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Henry to approve the following appointments and set 2018 salaries for the following department heads:

 

  • Highway Superintendent-Carla O’Dell-$55,900
  • Noxious Weed Superintendent-Todd Herndon-$39,200
  • Emergency Management Director-Brandon Myers-$50,600
  • Veterans Service Officer-Paul Cooper-$43,800

 

Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the January 16, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 12, 2018; and was also emailed to the media on January 12, 2018.

 

The agenda for the meetings to be held on Monday, January 20, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
