Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 12, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve the special designated liquor submitted by Pals Brewing Company LLC for an event at Harbor Lights on March 12, 2018 and authorize the Chairman to sign. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve the special designated liquor submitted by Pals Brewing Company LLC for an event at Harbor Lights on April 7, 2018 and authorize the Chairman to sign. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 12, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The planning item had the wrong range on the legal description form the planning department so no action was taken.

 

The applicant, Gregg Perrett, was here from out of town so the board let him speak on his application. Judy Clark also presented her summary and stated the planning department had no objection to the application.

 

File No SU18-003 an application by Gregg Perrett, Perrett Construction LTD, for Perrett Administrative Subdivision will be considered at the board meeting held on February 26, 2018 at 9:30 A.M.

 

A public hearing was opened at 10:00 A.M. to receive comments on the One & Six Year Road Plan of Lincoln County, Nebraska.

 

Highway Superintendent, Carla O’Dell, presented the project plans.

 

Commissioner Hewgley asked about Project 1311 – Sutherland North Bridge.

 

O’Dell replied that she is being told by the State of NE that it should be selected in 2019.

 

Commissioner Hewgley stated the South River Road project is an environmental assessment process and should be moving forward soon.

 

O’Dell responded that the Assessment is available at the County Clerk’s Office and Lincoln County Department of Roads Office for review and comments. Comments are due by March 11th.

 

Ken Main of Sutherland gave history on the Sutherland North Platte River Bridge.

 

Michael Cook urged to Commissioners to move Eugene Avenue from the Six Year Plan to the One Year Plan.

 

Kurt Pieper asked if the South River Road was a go and if it would still be a go if it is not approved by FEMA.

 

Commissioner Hewgley answered that it has already been approved by FEMA. We are waiting for the public comment period to end so the process can continue.

 

Janice Schad questioned if the county had already been given some FEMA money for this project.

 

O’Dell and Commissioner Hewgley reported the county did receive some FEMA dollars to repair other damages to the county during the same disaster.

 

Mary Jo Brown urged them to look at the Homestead Road overpass while waiting for the South River Road project to proceed. It needs attention to address the pot holes.

 

Eric Seacrest stated the Sutherland North Bridge is obsolete and needs to be replaced, Eugene Avenue is an extremely narrow road, South River Road has been out of use and he understands the county has put a lot of effort into getting FEMA to replace it, and that he concurs that the South Buffalo project is needed.

 

Joe Shawn asked about Ehler Road.

 

O’Dell replied that our county road crew has been working on it and that the project will continue when the weather allows.

 

The public hearing was closed at 10:35 A.M.

 

Motion by Hewgley, seconded by Henry to approve the adoption of the One & Six Year Road Plan of Lincoln County, Nebraska as presented. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 11:08 A.M. and reconvened at 12:00 P.M.

 

The Lincoln County Board of Commissioners met with other elected officials.

Advance notice and the agenda for the February 20, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 16, 2018; and was also emailed to the media on February 16, 2018.

 

The agenda for the meetings to be held on Monday, February 26, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
