Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 5, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the fee reports submitted by the County Clerk, County Treasurer, Register of Deeds, Clerk of District Court and County Sheriff. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 5, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Henry to offer a confession of judgment regarding the case of Hsien J. Boo, Appellant, v. Lincoln County Board of Equalization, Appellee, Case No. 17R 0013, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate, in the aforementioned case (Case No. 17R 0013), should be $54,160.00 (Land – $6,595.00 and Improvements – $47,565.00) for tax year 2017. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization recessed at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Henry, seconded by Hewgley to approve File No. SU18-004 an application by Nathaniel and Wendy Most for Most 2nd Administrative Subdivision.  The property is located at 31841 East Highway 30 northwest of the Village of Brady in a TA-1 Transitional Agricultural District and is described as part of the West ½ of Section 3, Township 12 North, Range 27 West of the 6th P.M., Lincoln County, Nebraska.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and accept the North Platte/Lincoln County Visitors Bureau Advisory Board recommendation to appoint Brad Hisel to replace Treg Vyourek on the board to expire June, 2019. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

County Assessor, Julie Stenger, discussed the new vendor service for the Lincoln County Assessor’s Office appraisal system that will be needed due to the termination of Orion with the Nebraska Department of Revenue as of June 30, 2018. She will do an RFP for bidding purposes.  She plans to have a new system in place by January 1, 2019 that will also be more cost effective for the county.

 

Recessed at 10:05 A.M. as the Lincoln County Board of Commissioners and reconvened as the Lincoln County Board of Equalization.

 

Motion by Henry, seconded by Hewgley to go into closed session at 10:06 A.M. concerning strategy session regarding pending litigations and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Chairman Deterding restated the motion for the closed session.

 

Motion by Henry, seconded by Hewgley to go into open session at 10:26 A.M. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Adjourn as the Lincoln County Board of Equalization at 10:27 A.M. and reconvene as the Lincoln County Board of Commissioners.

Advance notice and the agenda for the March 12, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 9, 2018; and was also emailed to the media on March 9, 2018.

 

The agenda for the meetings to be held on Monday, March 19, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
