Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 12, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the right of way application submitted by Great Plains Communications. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the County/City Lottery Renewal applications for 2018-2020. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the return on sale of real property from the public tax sale held on March 5, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Deputy County Assessor, Pat Collins appeared.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 12, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

Motion by Henry, seconded by Hewgley to go into closed session at 9:16 A.M. concerning strategy session regarding pending litigation and to protect the attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Chairman Deterding restated the motion for the closed session

 

Motion by Hewgley, seconded by Henry to go into open session at 9:19 A.M. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Henry to set a joint meeting at this Board’s April 2,

2018 meeting with the Lincoln County Weed Control Authority at 9:30 A.M. and

furthermore at such joint meeting set a joint public hearing with the Lincoln County

Weed Control Authority at 9:30 A.M. to hear from the public as to whether to add the

Yellow Flag Iris Weed (scientific name being Iris psedacorus) under the Lincoln County

Weed Control Program (a noxious weed in Lincoln County); and designate the Lincoln

County Clerk, Becky Rossell, to publish the notice of public hearing as required by law.

Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Henry to enter The county of Lincoln into an

agreement for engineer services (professional services) with T.C. Engineering, Inc.,

regarding South Buffalo Road and authorize the Chairman to sign. Upon roll call vote

Hewgley, Deterding and Henry voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Henry to enter The county of Lincoln into an

agreement for security services with G4S and give authority to the Chairman, Duane

Deterding, to sign such agreement on behalf of The county of Lincoln; and also give

such authority to the Chairman, Duane Deterding, to sign Exhibit No. 1 (Schedule of

Security Services), start date June 4, 2018 and end date June 3, 2021, showing

acceptance of the Schedule of Security Services by The county of Lincoln. Upon roll

call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the March 19, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 16, 2018; and was also emailed to the media on March 16, 2018.

 

The agenda for the meetings to be held on Monday, March 26, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
