Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 2, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the fee reports submitted by Clerk of District Court, County Clerk and Register of Deeds. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the special designated liquor permit submitted by Longhorn Bar (Aden Enterprises, LLC) for a reception to be held at Creek Side Event Center on June 9, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 2, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund on real property as submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Hewgley, seconded by Henry to approve the making of the Petition by the

Lincoln County Weed Control Authority to the Director of Agriculture of the State of

Nebraska for approval of the Lincoln County Weed Control Authority employment of the

forced control provisions of sections 9-953 to 2-955 and 2-958 of the Noxious Weed

Control Act against the weed known as: Yellow Flag Iris (common name), scientific

name being Iris pseudacorus; and sign said Petition showing approval by the Lincoln

County Board of Commissioners. Upon roll call vote Hewgley, Henry and Deterding

voted “aye”. Nays, none.

 

A public hearing was opened at 9:31 A.M. on the application of Bobbi & Terry Jr.

Fletcher dba B & T Productions, 5015 Rodeo Road, North Platte, NE for a Class A Beer

On Sale Only Liquor License. Bobbi Fletcher was sworn in.

 

Bobbi stated this would be for the race track and that beer is only sold in the grandstand

area. The track operates from April – September and alcohol would be sold at race

events only. They do have off duty security personnel on site.

 

Commissioner Henry asked if they had sold liquor in the past.

 

She responded that they had operated the track last year under Wade Hill’s liquor

license.

 

Terry Heessel commented that other family members will be taking the classes and

selling the beer.

 

The public hearing was closed at 9:35 A.M.

 

Motion by Hewgley, seconded by Henry to adopt Resolution No. 2018-07 making a favorable recommendation regarding the Class A Beer On Sale license for Bobbi & Terry Jr. Fletcher dba B & T Productions to the Nebraska Liquor Control Commission. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Register of Deeds, Lois Block, County Surveyor, Boni Edwards, and County Assessor, Julie Stenger appeared to present the addition of a GIS layer to the County Assessor’s tab. The quote is from GIS Workshop to add approximately 4500 Government Lots into the lots that already there on the GIS imagery.  GIS Workshop would draw them in and put in the number of acres for a total cost of $24,500.00.

 

Lois Block stated that the money she receives in her preservation and maintenance fund would pay for the project. Boni Edwards explained that government lots where done in the 1860’s when the sections were laid out.

 

Motion by Hewgley, seconded by Henry to allow them to proceed to work with GIS Workshop to get the government lots layer added to the County Assessor tab. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Severe weather poster winners presentation by Region 51 Emergency Management to the following: Hanna Hendricks – First Place and Honorable State Mention, Hershey Public Schools; Martin Carrizales – Second Place, Hershey Public Schools; Gatti Sundstrom – Third Place, Hershey Public Schools.  Maxwell Public Schools was represented by Jesse Reyes, Maddy Flock, Peyton McNulty and Jed Brown.

 

Six schools participated with a total of 70 posters.

The meeting was adjourned at 10:30 A.M.

 

Advance notice and the agenda for the April 9, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 6, 2018; and was also emailed to the media on April 6, 2018.

 

The agenda for the meetings to be held on Monday, April 16, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
