Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on April 23, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the appointment of Tim Vaughn to the Lincoln/Logan/McPherson Extension Board to fill the vacancy created by the resignation of Troy Hopping with the term to expire in December, 2019. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on April 23, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign

the certificates of correction or refund as submitted by the County Assessor on real property. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

A public hearing was opened at 9:30 A.M. to receive comments on the Lincoln County

Community Development Corporation’s application to the State of Nebraska

Department of Economic Development Nebraska Affordable Housing Trust Funds for

the Home Ownership Program and Technical Assistance.

 

CDC Executive Director, Nancy Striebel, gave a brief overview of the projects.

 

Bernice Zeigler stated that public should be aware there is not action by the county

board and no county tax dollars involved with these projects. She does feel these

projects have done good things for our community.

 

The public hearing was closed at 9:35 A.M.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the application for special designated liquor license submitted by the Switchyard Grill & Pub Inc. for a reception at Harbor Lights on May 16, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve entering into a three party

agreement between North Platte, Nebraska Hospital Corporation, d/b/a Great Plains

Health, The county of Lincoln, Nebraska, and the Lincoln County Sheriff to provide

mental health services for individuals in custody at the Lincoln County Detention Center

and authorize the Chairman to sign. Upon roll call vote Hewgley, Henry and Deterding

voted “aye”. Nays, none.

 

Booker Boyer of the Security Committee gave the County Board information concerning

lockers to be placed at the South entrance at the recommendation of the Security

Committee. They would be keyed lockers.  Procedure will need to be determined on

the process of how the lockers and keys will be handled. This will be a convenience for

those individuals who carry in smaller items that cannot go thru security such as a

pocket knife or pliers.

 

Motion by Hewgley, seconded by Henry to approve the placement of lockers to be placed at the South entrance of the courthouse. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

Advance notice and the agenda for the April 30, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on April 27, 2018; and was also emailed to the media on April 27, 2018.

 

 

The agenda for the meetings to be held on Monday, May 7, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
