Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 7, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to appoint Bob Peal to fill the vacancy for the Community Action Partnership of Mid-Nebraska board to represent Lincoln County. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the fee report submitted by the County Clerk. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on May 7, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:18 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Planning Director, Judy Clark, reported that the planning staff had no objection to File No. SU18-006 submitted by Barry Johnson.

 

Commissioner Hewgley asked what the reason was for reconfiguring the lots.

 

Johnson stated that this would put the metal building on Lot 2 and the house would be on Lot 1 and have acre of land.

 

Motion by Hewgley, seconded by Henry to approve File No. SU18-006 an application by Barry Johnson for Tatman 2nd Administrative Subdivision.  The property is located at 1993 East Renee Road north of North Platte in a TA-1 Transitional Agricultural District.  The property is described as Lot 1, Tatman Administrative Replat and Lot 5 Tatman’s Replat in the NE ¼ of Section10, Township 14 North, Range 30 West of the 6th P.M., Lincoln County, NE.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve entering The county of Lincoln

[referred to as Lincoln County, Nebraska, in the Agreement] into a RECREATIONAL

TRAILS PROGRAM (RIP) PROJECT AGREEMENT with the Nebraska Game and

Parks Commission for the purpose of completing a project titled in this Agreement as

“Lake Maloney Trail, Phase IV” and authorize the Chairman to sign.  Upon roll call vote

Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Motion by Hewgley, seconded by Henry to approve entering The county of Lincoln

into a contract with Western Engineering, Inc., for the purpose of having Western

Engineering, Inc., perform the work necessary to construct and complete the project

known as South Buffalo Road Improvements 2018 and authorize the Chairman to sign.

Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

Lengthy discussion was held concerning the acceptance of a bid for the purchase,

conversion, installation and maintenance of an Assessment Administration & Computer

Assisted Mass Appraisal (CAMA) software for the Lincoln County Assessor’s Office.

 

County Assessor, Julie Stenger, reported that both MIPS, Inc. and Vanguard Appraisals, Inc. had done demonstrations and would do the job. It came down to long term cost over the 11 year period.  The Assessor’s Office recommends Vanguard Appraisal, Inc.

 

Commissioner Hewgley commented that he felt they should not be looking at more than 3-5 years for a contract. He was very hesitant about looking that far out.  He also commented that he was aware of issues in the past with MIPS, Inc.

 

County Assessor Stenger stated she also had some concerns about past issues with MIPS, Inc. and if it would cause any issues with a new system.

Commissioner Hewgley asked Lead Appraiser Charity Farley about the past issues with MIPS, Inc.

 

Q: If we went with a 2-3 year contract would you know if would be comfortable working with that system in that time frame?

 

A:        We would have to go through at least one cycle but realistically it would be 2-3 years.  Once the data is cleaned up it would take less time.

 

Q:        Would you give the MIPS system a good honest try if selected?

 

A:        She responded yes.

 

County Assessor, Julie Stenger, commented that she does not want to go through a conversion process every 5 years.

 

Motion by Hewgley, seconded by Henry to accept the bid of MIPS Inc. for a maximum of

a 3 year contract: 1st year – $22.037; 2nd year – $23,033; and 3rd year – $23,724.

 

County Assessor, Julie Stenger, asked them to reconsider her recommendation and

accept the bid of Vanguard Appraisals, Inc. for five years.

 

Upon roll call vote Hewgley “aye”. Henry and Deterding “nay”.  Motion failed.

 

Motion by Henry, seconded by Hewgley to accept the bid of Vanguard Appraisals, Inc.

with an average of $25,035 per year for five years. 5 Year Total: CAMA Software –

$101,525 and CAMA Conversion – $23,650 = $125,175. Upon roll call vote Hewgley

voted “nay”. Henry and Deterding voted “aye”.  Motion passed.

Advance notice and the agenda for the May 14, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 11, 2018; and was also emailed to the media on May 11, 2018.

 

 

The agenda for the meetings to be held on Monday, May 21, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
