Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Henry offered prayer. Deterding called the meeting to order at 9:03 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 14, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the renewal application with Blue Cross/Blue Shield of Nebraska for health and dental insurance. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the renewal application with National Insurance Services for life and long term disability insurance. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley ratifying and readopting the actions of the Lincoln County Board of Commissioners, in regards to entering Lincoln County, Nebraska, (known as The county of Lincoln), into a Master Services Agreement with GIS Workshop, LLC, on April 16, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley ratifying and readopting the actions of the Lincoln County Board of Commissioners, in regards to entering Lincoln County, Nebraska, (known as The county of Lincoln), into a Statement of Work agreement, Project Name being “Development of a GIS Layer of Government Lots for Lincoln County,” with GIS Workshop, LLC, on April 16, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to receive and order filed reports of surplus scrap iron sales by the road department. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to receive and order filed fee reports submitted by the County Treasurer and County Sheriff. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the referee contract with Marcia Trego for 2018 property valuation protests. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:20 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on two separate personal property changes. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
County Attorney, Rebecca Harling and Amanda Speichert of the Public Defender’s Office presented the Juvenile Services Comprehensive three year plan worked on by the team. They looked at all the statistics from the last three years to determine the new three year plan. This grant provides funding for juvenile programs in Lincoln County.
Commissioner Hewgley asked what trends they are seeing in the county.
Harling replied that the drug problem is sky rocketing.
Speichert commented that we are making a dent in the numbers.
Motion by Hewgley, seconded by Henry for approval of the Lincoln County Juvenile Services Comprehensive Plan for July 1, 2018- June 30, 2021 and authorize the Chairman to sign. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Update by Pamela Mann of Region II Services regarding services provided by the agency. Tina Gastineau, Executive Director of the North Platte Opportunity Center also gave a local update.
Motion by Hewgley, seconded by Henry to table the tort claim filed by Chod Law on behalf of his clients: The Estate of Dawn Michelle Tallmon, Shawn Tallmon, Randy Tallmon and Emily Pellegrin. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Discussion was held concerning Community Wildfire Protection Plan information provided by the Nebraska Forest Service. Sandy Benson of the Nebraska Forest Service appeared by phone. Region 51 Emergency Management Director, Brandon Myers was also present.
Sandy explained that part of Lincoln County is already part of one plan. The next two areas being planned are Central Sandhills and Southwest. They are proposing that Lincoln County be part of the other two plans as well.
Myers explained that Lincoln County is going to be part of three different plans. He feels it would be in the county’s best interest to have a representative on the steering committee.
Commissioner Hewgley asked if there was any downside to belonging to the Community Wildfire Protection plans.
Myers replied that is a win/win for the county.
Board took no action at this time but will appoint someone to the steering committee.
Judy Pederson and Eric Seacrest were present to represent the North Platte Trails Network. They would like to apply for the same grant that the Lake Maloney Property Owners Association has applied for and received and it has to be done through a governmental entity. The process began with the committee having neighborhood meetings with the area residents. This project was made a priority since there is a school in this area.
There was a lengthy discussion concerning request of the North Platte Trails Network. The trail committee is proposing a trail from Buffalo Bill Road down West State Farm Road to Echo Drive in the county right of way with a cross walk at Echo Drive. Discussion included matching funds that would need to be raised before the County Board could take any action, how the route was chosen, future road plans, drainage, and comments from area residents.
Gene Johnston lives across from Indian Hills. He expressed concern about trucks and farm equipment going down State Farm and the close proximity it would have to the trail. He feels a turning lane is needed by the school and the entrance to Indian Hills. He commented he would give the county the land to put in turning lanes.
Motion by Henry, seconded by Hewgley to approve setting June 11, 2018 at 9:30 A.M. to accept bids for Project 2018-02 (5 mile overlay on Banner Road). Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Discussion was held on the mental health awareness training grant for Region 51 Emergency Management. Emergency Management Director, Brandon Myers and Brenda Peterson of the Medical Reserve Corp were present. They explained the purpose and need for the grant funding. In major disasters they have found that we do not have enough medical care for physical and mental health needs in the rural areas.
Commissioner Hewgley asked what the grant would fund.
Myers responded that it would be used for training and in the event that a disaster would occur.
Motion by Hewgley, seconded by Henry to approve and authorize representatives to continue with the preparation of the mental health awareness training grant application for Region 51 Emergency Management. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
