Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk Terry Heessel.  Henry offered

prayer.  Deterding called the meeting to order at 9:02 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners on June 4, 2018.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and ordered filed the treasurer’s receipts.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and ordered filed the fee reports submitted by the Lincoln County Sherriff, Clerk of District Court and Register of Deeds.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to authorize Chairman to sign IRS Form 720 for the PCORI Fee.  Upon roll call vote Hewgley, Henry and Deterding voted “aye’.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 4, 2018.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Pat Collins, Lincoln County Deputy Assessor, was present.

 

Motion by Hewgley, seconded by Henry upon certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Carla O’Dell, Lincoln County Department of Roads was present.

 

 

Motion by Hewgley, seconded by Henry to adopt Resolution 2018-08 to enter into an Agreement with the State of Nebraska, Department of Transportation, regarding a Program Agreement for Under Water Birdge Inspection services for the year 2018 through a Federal-aid project.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

One bid was received for Project No. 2018-02 (5 mile overlay on Banner Road.  The bid was from Western Engineering for $969,900.  The bid was reviewed by Carla O’Dell, Lincoln County Roads Superintendent, and the bid was found to be in order.

 

Motion by Henry, seconded by Hewgley to accept the bid from Western Engineering in the amount of $969,900 for Project No. 2018-02 (5 mile overlay on Banner Road).  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Bids were received on the Lake Maloney Hiking & Biking Trail Phase IV for design construction and inspection services. 1.) Baker and Associates of Scottsbluff NE, $32,800.00 and 2.) TC Engineering Inc.,  $45,500.  Carla O’Dell will be looking over the bids and an acceptance of bid will be at a later date.

 

Motion by Hewgley, seconded by Henry to set the date of June 25, 2018 at 9:30 for consideration of the petition for preservation and maintenance of Pleasant Valley Cemetery.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Travis Munster of Munster Inc. of Cozad presented a Special Designated Liquor License application.  Munster Inc does have a catering license and has been in business for 7 years.

 

Motion by Hewgley, seconded by Henry to approve the special designated liquor license for a wedding reception at Harbor Lights on June 30, 2018.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Dave Pate, IT Department, presented informal bids for the server storage system.  The lowest bid was from Dell Inc. for $19,377.45.  Other bids were from Gov.Connection for 31,307.67, SHI 25,408.00 and $30,192.00.

 

Motion by Hewgley, seconded by Henry to approve the informal bid from Dell Inc. in the amount of $19,377.45.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

Advance notice and the agenda for the June 11, 2018 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on June 8, 2018; and was also emailed to the media on June 8, 2018.

 

The agenda for the meetings to be held on Monday, June 18, 2018 will be continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
