Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk Terry Heessel. Henry offered
prayer. Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners on June 25, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to receive and ordered filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to sign the right of way application submitted by Mike Thomsen. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve Resolution 2018-09 for additional securities at NebraskaLand National Bank as pledged to the Lincoln County Clerk. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Julie Stenger, Lincoln County Assessor, and Sue Fleck, Lincoln County Treasurer was present.
Motion by Hewgley, seconded by Henry to approve the corrections or refund submitted by the County Assessor and authorize the Chairman to sign. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to approve the motor vehicle exemption submitted by Great Plains Health on a 2001 Ford Van as submitted by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve the motor vehicle exemption submitted by North Platte Catholic Schools on a 2001 Chev Venture as submitted by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to grant the waiver for the County Assessor to review exemption applications from Great Plains Health Inc. received after the deadline for 1) Centennial Plaza 9th Sub Lot 18, 2) Brinks 6th Replat Lot 1 and 3) Lands Inside Pt NW ¼ SW ¼ 4-13-30 (IMP Only). Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The County Board of Equalization recessed to time certain at 9:30 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded to approve Resolution 2018-10 to amend the Lincoln County Security Procedures for the Lincoln County Courthouse. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to table the consideration of a Resolution to provide care to the Pleasant Valley Cemetery, aka Fair View Cemetery. Upon roll call Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to enter the County into an agreement with Vanguard Titled “License Agreement”, which has the corrected total fee amount of $26,600.00 for this Agreement on Schedule A, and give the Chairman authority to sign on behalf of the Board. Upon roll call Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to enter the County into an agreement with Vanguard titled “Real Estate Cama Data Conversion Services Agreement” and give the Chairman authority to sign on behalf of the Board. Upon roll call Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to enter the County into an agreement with Vanguard titled “Data Dictionary License Agreement” and give the Chairman authority to sign on behalf of the Board. Upon roll call Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to enter the County into a contract with Vanguard titled “Service Contract” regarding “Archive Module 1st & 2nd Processes” and give the Chairman authority to sign on behalf of the Board. Upon roll call Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to enter the County into a contract with Vanguard titled “Service Contract” at is 31 pages in length, which has the corrected PhotoVision License number of PIC0306 on page 20 of this contract, and also has the corrected CAMA Personal Property License number of CAMAP015 and the corrected PhotoVision License number PIC0306 both on page 31 of this contract, and give the Chairman authority to sign on behalf of the Board. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Approved the claims presented for payment.
Recess at 10:22 A.M. as the County Board and reconvene as the County Board of Equalization to consider valuation protests (Form 422).

The meeting was adjourned at 11:15 A.M.

Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on June 29, 2018; and was also emailed to the media on June 29, 2018.
The agenda for the meetings to be held on Monday, July 9, 2018 will be continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
