Meeting of the Lincoln County Board of Commissioners.  Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk Terry Heessel.  Hewgley offered

prayer.  Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners on July 9, 2018.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and ordered filed the treasurer’s receipts.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the fee report submitted by the County Clerk.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Julie Stenger, Lincoln County Assessor and Connie Welsh, Homestead Clerk was present.

 

Motion by Henry, seconded by Hewgley approve the certificates of corrections and refund submitted by the County Assessor.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Fran Pacheco was present to request the County Board of Equalization to allow the late filing of the homestead application, last year the application was filed on time.

 

Motion by Hewgley, seconded by Henry to approve the late filing of homestead exemption application submitted by Frances Pacheco.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The County Board of Equalization recessed to time certain at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Talia Strasser, Appraiser for Lincoln County, was out appraising property west of North Platte.  When leaving the property, the drive way was of rocks and broken concrete, something caused

damage the rim and tire on her vehicle a 2013 Hyundai Sonata.  Estimates and pictures were presented with the tort claim.

 

Motion by Hewgley, seconded by Henry to accept and acknowledge receipt of tort claim filed by Talia Strasser.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Carla O’Dell, County Road Superintendent, gave an update on the South River Road Project Disaster 4225.  FEMA has given approval for Option #3 which is the reconstruction of South River Road without bank stabilization.  The County does have 60 days to file an appeal.

 

All County Board members feel that it has been long enough, the road does needs to be reconstructed.  They do feel that it would be wrong to not stabilize the bank.  Carla O’Dell was directed to start the paper work for the PW, and find out what the permitting would cost.  After getting more answers to questions, she will update the County Board again.

 

Rebecca Harling, Lincoln County Attorney was present to request signatures on the Grant Award and Special Conditions approved by the Nebraska Crime Commission.  This is for the 2018 Community Based Juvenile Services Aid.

 

Motion by Hewgley, seconded by Henry to authorize the Chairman to sign the Grant Award and Special Conditions approved by the Nebraska Crime Commission.  Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

Recess at 10:45 A.M. as the County Board and reconvene as the County Board of Equalization to consider valuation protests (Form 422).

 

Recess as County Board of Equalization and reconvene as County Board at 3:10 P.M.

 

The meeting was adjourned at 3:11 P.M.

 

 

Advance notice and the agenda for the July 16, 2018 board meetings were sent to members of the county board, county attorney and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on July 13, 2018; and was also emailed to the media on July 13, 2018.

 

The agenda for the meetings to be held on Monday, July 23, 2018 will be continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be held at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be held at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
