Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Deterding offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 23, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the Condition of The Treasury from January 1, 2018 to June 30, 2018 as submitted by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and adopt Resolution No. 2018-14 directing the County Treasurer to issue tax sale certificates to Lincoln County on those parcels which are two years delinquent on real estate taxes or special assessments. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on July 23, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion Hewgley, seconded by Henry to approve the late filings of homestead tax exemption applications submitted by Peter Campbell and Marion Triplett. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the late filings of homestead tax exemption applications submitted by Sharon Fisher and Mary Robertson. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the notice of valuation change numbered 2018-012 as submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Quarterly report of Region 51 Emergency Management April 1, 2018 to June 30, 2018.

 

Motion by Henry, seconded by Hewgley to approve and authorize the Chairman to sign the special designated liquor permit submitted by Hanger 22 of Callaway for an event on August 18, 2018 at Harbor Lights. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Three Year Plan of Assessment update for Lincoln County by Julie Stenger, Lincoln County Assessor.

 

Motion by Hewgley, seconded by Henry to approve authorizing the Chairman to sign a onetime funding request for the Victim Witness Grant 17-VA-0246 in the amount of $1079.31. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

Advance notice and the agenda for the July 30, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on July 27, 2018; and was also emailed to the media on July 27, 2018.

 

 

The agenda for the meetings to be held on Monday, August 6, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
