Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry and County Clerk, Rebecca Rossell.  Commissioner Hewgley was absent. Deterding offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 13, 2018. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to receive and order filed the treasurer’s receipts. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the Cooperative Field Service Agreement with USDA for wildlife management services. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign an agreement with William J. Troshynski, attorney at law, whereby Mr. Troshynski would provide legal services in guardianship and conservatorship matters for indigent individuals found by the court to be entitled to representation. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the right-of-way application submitted by Century Link. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to receive and order filed the fee report submitted by the County Treasurer. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign a letter of support for a grant funding application to be submitted by Region 51 Emergency Management to Walmart and the Walmart Foundation for betterment of the community. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Deterding to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 13, 2018. Upon roll call vote Henry and Deterding voted “aye”. Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to deny the protest of rejection of homestead exemption submitted by Clara Mora per NE state statute. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none. Hewgley absent.

 

The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Toast Temple appeared by phone concerning the tort claim he had filed with Lincoln County. He stated he had a MRSA infection while in jail and it progressed until he needed surgery.

 

Motion by Deterding, seconded by Henry to table this matter and present it to Rosenberg Insurance Agency to go to EMC, the county’s insurance carrier. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to enter The county of Lincoln [County] into

a professional service agreement with T.C. Engineering, Incorporated, [T.C.

Engineering], whereby T.C. Engineering will provide engineering service in regards to

the project titled “Lake Maloney Hiking and Biking Trail, Phase IV” and authorize the

Chairman to sign. Upon roll call vote Henry and Deterding voted “aye”. Nays, none.

Hewgley absent.

 

Motion by Henry, seconded by Deterding to approve the reappointment of Barb Fear for a 4 year term to the Visitor’s Bureau Advisory Board as recommended. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Henry, seconded by Deterding to deny the tort claim submitted by Kanen Hammond on damage to his vehicle. Upon roll call vote Henry and Deterding voted “aye”.  Nays, none.  Hewgley absent.

 

Scott Moses appeared for the Lincoln County Dive Team. The dive team would like to trade in the current 10 ft. trailer for a 12 ft. trailer.  They are trying to raise money to pay for this purchase as they don’t want to deplete the budget line item for new equipment for 2018/2019.  County Board had no opposition to the request.

 

He also asked about getting water to the storage unit that was built a couple years ago for them to store equipment. County Board requested him to get informal quotes for a freeze less hydrant on the outside of the building.

 

Presentation by Jim Daubert of First Concord Benefits Group, LLC to provide insurance options to employees and spouses with a cash in lieu program on health insurance.

 

A brief 2018/2019 Lincoln County Budget Work Session was held.

Advance notice and the agenda for the August 20, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 17, 2018; and was also emailed to the media on August 17, 2018.

 

 

The agenda for the meetings to be held on Monday, August 27, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
