Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Henry offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on August 27, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to adopt Resolution No. 2018-18 approving the decrease in securities pledged by NebraskaLand Bank as pledged to the County Clerk. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the amended Federal Grant Award for the 2017 Victim Witness Grant for one time funding of a laptop computer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Sue Fleck.

 

Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on August 27, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Hewgley, seconded by Henry to approve the motor vehicle tax exemption applications submitted by Mid NE Community Partnership and North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve notice of valuation changes numbered 2018-016 thru 2018-018 as submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Clerk of the District Court, Deb McCarthy, appeared to discuss storage for security microfilm of court records that must be stored off site.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign a lease agreement with Underground Vault & Storage Inc. of Hutchinson, KS for microfilmed court records. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Oettingers appeared to provide information on the upcoming Craft Brew Festival that will be held at Pal’s Brewery on September 22nd.  The area will be fenced, they have security hired and a business will be providing safe rides home.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign special designated liquor licenses for the Craft Brew participants as follows to be held at Pal’s Brewery on September 22, 2018: Farnam House Brewing Co., First Street Brewing Co., Flyover Brewing Co., Thunderhead Brewing Co., Kinkaider Brewing Co., NE Brewing Co., Bolo Beer Co., Scratchtown Brewing Co., Feather River Vineyard LLC, and Mac’s Creek Winery. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and order filed the 2018 Lincoln County inventory documents submitted by all county departments. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The County Board conducted a 2018/2019 budget work session.

Advance notice and the agenda for the September 4, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 31, 2018; and was also emailed to the media on August 31, 2018.

 

 

The agenda for the meetings to be held on Monday, September 10, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
