Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell. Deterding offered prayer. Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 8, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to authorize the Chairman to sign the Election Systems and Software, LLC Election Services Agreement for a three year period. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to receive and order filed the fee reports submitted by the Clerk of District Court, County Treasurer and County Sheriff. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 8, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Henry to set November 5, 2018 at 10:00 A.M. to receive bids for motor grader blades for the Lincoln County Department of Roads. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The following bids were received for one loader for the Lincoln County Department of Roads: NMC – Bid #1 – $130,000 with trade, Bid #2 – $118,000 with trade, Bid #3 – $115,000 with trade; Titan Machinery – Bid #1 – $96,750 with trade, Bid #2 – $129,500 with trade; Murphy Tractor – Bid #1 – $119,500 with trade, Bid #2 – $129,500 with trade.
The Lincoln County Roads Department will review bids and make a recommendation to the County Board next week.
Lorie Koertner, Lincoln County Treasurer Elect, spoke with the County Board concerning combining the real estate and motor vehicle department into one office in the courthouse.
Commissioner Hewgley stated that Lorie had visited with him a month ago concerning her thoughts on combining of the offices.
Lorie’s plan is to combine the offices. State statute does require her to have a vault. She is suggesting removing the front counter in the real estate office and bringing the desks from motor vehicle to make it more accessible to the public. Staff would then be cross trained on both functions of the office.
Commissioner Hewgley has no issue with combining of the offices; his concern would be the location of the office. His thoughts are there would be more flexibility and square footage if the office was moved to the east end of the courthouse. The motor vehicle department is already set up for what is needed. The County Board determines the office space for all departments.
Commissioner Deterding expressed his concern about security. There will still be customers that get upset.
Lorie replied that she would like to see more personal customer service. She would like to glass to be removed if motor vehicle stays where it is.
Booker Boyer of the maintenance department also reminded them that any move would also involve electrical and I. T. concerns.
Les Green, I. T. Director, commented they would adjust as needed however it will involve coordination with the State, phones, etc.
Lorie wants to combine employees right away in January, 2019 when she takes office.
Commissioner Henry stated that his concern is about the space being irreversible once the office has been moved. He was also concerned about the office moving to a smaller space on the west end.
No action was taken on the request.
Motion by Henry, seconded by Hewgley to go into closed session at 10:51 A.M. concerning strategy session regarding pending litigations and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Chairman Deterding restated the motion for the closed session.
Motion by Henry, seconded by Hewgley to go into open session at 11:20 A.M. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to approve and authorize the settlement of $186.51 regarding guardian litem fees owed to Lincoln County by Dale G. White with one week for payment. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

Advance notice and the agenda for the October 15, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 12, 2018; and was also emailed to the media on October 12, 2018.
The agenda for the meetings to be held on Monday, October 22, 2018 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
