Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on October 15, 2018. Upon roll call vote Henry, Hewgley and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Henry, Hewgley and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign an annual agreement with Computer Information Concepts for the Register of Deed’s PEOPLEWARE system. Upon roll call vote Henry, Hewgley and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman to sign the Management Representation Letter for Don Wilson, CPA, for the 2017/2018 Lincoln County audit. Upon roll call vote Henry, Hewgley and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on October 15, 2018. Upon roll call vote Henry, Hewgley and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

County Road department personnel will review bids and units and make a recommendation to the County Board at next week’s board meeting.

 

After review and field testing of loaders from the bids that were received at the last board meeting the Highway Supt. is recommending accepting Bid #1 from NMC for a 2014 CAT 938K for $130,000 with trade.

 

Motion by Henry, seconded by Hewgley to accept Bid #1of NMC for a 2014 CAT 938K for $130,000 with trade. Upon roll call vote Henry, Henry and Deterding voted “aye”.  Nays, none.

 

Highway Superintendent, Carla O’Dell, informed board members that the Birdwood/Front Road agreement will allow the State of Nebraska to pay Mainelli Wagner the difference between the low estimate of overhead costs spelled out in the construction agreement and actual overhead costs incurred. This is no cost to the county but since it was our project the County Board has to approve and sign off.

 

Motion by Hewgley, seconded by Henry to adopt Resolution No. 2018-27 authorizing the Chairman to sign Preliminary Engineering Supplement #5 between Lincoln County and Mainelli Wagner & Associates Inc. for Project No. RRZ-TMT-DPU-1390(3) (Birdwood/Front Road viaduct). Upon roll call vote Henry, Hewgley and Deterding voted “aye”.  Nays, none.

 

The County Board recognized the North Platte/Lincoln County Visitors Bureau for the Group Tour Viewmaster Campaign which was awarded the “Outstanding Marketing Campaign Award” for communities of 10,000 or greater by the Nebraska Tourism Commission.

Advance notice and the agenda for the October 22, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on October 19, 2018; and was also emailed to the media on October 19, 2018.

 

The agenda for the meetings to be held on Monday, October 29, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
