Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and County Clerk, Rebecca Rossell.  Hewgley offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 5, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the fee reports submitted by Clerk of District Court and Register of Deeds. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to authorize the Chairman to sign the Certification of Highway Superintendent for 2018 for the Nebraska Department of Roads. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to reinstate the contract with Martin J. Troshynski for legal services on conflict matters, effective November 13, 2018, and

prorate the fee for the month of November, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 5, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

The following informal quotes were received on a truck plow for the Lincoln County Department of Roads: LCL Truck – $9350.00 and Matt Friend Equipment – $9058.00.

 

Motion by Henry, seconded by Hewgley to accept the informal quote of Matt Friend Equipment in the amount of $9058.00 for one truck plow. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and adopt Resolution No. 2018-30

that amends the Flexible Benefits Plan and Summary Plan Description adopted in

Resolution No. 2018-19 by the Lincoln County Board of Commissioners on September

10, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to approve and authorize the Chairman of the Lincoln County Board of Commissioners to sign an Amended Adoption Agreement that amends the Adoption Agreement the Lincoln County Board of Commissioners approved and adopted on September 10, 2018, regarding the Flexible Benefits Plan. Upon roll call vote Hewgley, Henry and Deterding voted “aye”.  Nays, none.

 

County Board discussed ideas for re-districting the County Commissioner districts from three to five. The re-districting is based on population and area must be contiguous.  Commissioner Hewgley suggests 4 quadrants and all five Commissioners having a portion of the City of North Platte.  They will work the county Information Technology Department to construct possible district lines.

 

County Clerk, Rebecca Rossell, asked them to be mindful of current precinct and school district lines. Any new lines drawn that will bisect current precinct lines will cause ballot splits for future elections.

Advance notice and the agenda for the November 13, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 9, 2018; and was also emailed to the media on November 9, 2018.

 

 

The agenda for the meetings to be held on Monday, November 19, 2018 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
