Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley and Deputy County Clerk, Terry Heessel. Henry offered prayer. Deterding called the meeting to order at 9:00 A.M.
Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Hewgley, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 13, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to receive and order filed the fee report submitted by County Treasurer. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Henry, seconded by Hewgley to close the county offices on Monday, December 24, 2018 at 12:00 P.M. (noon). Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
Motion by Hewgley, seconded by Henry to authorize the Chairman to sign the application for Group Flexible Purchase Payment Deferred Fixed Annuity Contract with Nationwide. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 13, 2018. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
No certificates of correction or refund submitted by the County Assessor.
The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.
Motion by Hewgley, seconded by Henry to approve special designated liquor license for a wedding reception at Harbor Lights on December 29, 2018 by T’s Bar & Grill of Wallace, NE. Upon roll call vote Hewgley, Henry and Deterding voted “aye”. Nays, none.
County Board continued discussion on re-districting the County Commissioner districts from three to five. A map was presented showing the proposed re-districting of Lincoln County Commissioner districts. All of the Commissioners met separately with the IT department supervisor, Les Green. Each had an opportunity to review and examine the maps prior to the meeting this morning. Those attending the meeting had an opportunity to review the map. No action was taken.
Duane McClain, Ryan Sellers and Jim Smith spoke in reference to the maps and gave suggestions on the proposed district lines.
Jerod Reimers gave an update on Congressman Smith’s activities in Washington, DC.

Advance notice and the agenda for the November 19, 2018 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 16, 2018; and was also emailed to the media on November 16, 2018.
The agenda for the meetings to be held on Monday, November 26, 2018 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
