MEETING MINUTES

 

November 28, 2018

2:00 P.M.

 

Present were Lincoln County Attorney, Rebecca Harling; Lincoln County Treasurer, Sue Fleck; and Lincoln County Clerk, Rebecca Rossell.

 

Lincoln County Attorney, Rebecca Harling stated that the committee will follow the Open Meetings Act. A current copy of the Open Meetings Act is posted in the Commissioner’s Room at the entrance.

 

Roll call was taken. Harling, Fleck and Rossell were present.

 

Roll call was taken for approval of the agenda. Harling, Fleck and Rossell all voted “aye”.  Nays, none.  Motion carried.

 

Motion by Fleck, seconded by Harling to appoint Rebecca Harling as Chairman, Sue Fleck as Vice Chairman and Rebecca Rossell as Secretary for the committee. Harling, Fleck and Rossell voted “aye”.  Nays, none.  Motion carried.

 

A working copy of a public notice was reviewed by the Committee. Rossell asked for the following changes: 1) correction of the county name for the Clerk and Treasurer and 2) rather than an application the wording is changed to read written letter of interest and resume.  After discussion it was decided that the deadline for letters of interest and resumes will be December 5, 2018 at 5:00 P.M.

 

Rossell stated the North Platte Telegraph is the official newspaper for Lincoln County.

 

Chairman Harling read the amended Notice with the amendments.

 

The public notice for filling the vacancies will be published in the North Platte Telegraph as a display ad on Friday, November 30, 2018.

 

Motion by Harling, seconded by Fleck to approve the working copy with the amendments and authorize County Clerk Rossell to publish the Notice on November 30, 2018 in the North Platte Telegraph. Harling, Fleck and Rossell voted “aye”.  Nays, none.  Motion carried.

 

Discussion was held concerning the process and possible timeline following the December 5, 2018 deadline at 5:00 P.M.

The County Clerk will distribute all applicants’ information to the Attorney and Treasurer on December 6, 2018 first thing in the morning for review. The Committee will plan to meet at 1:00 P.M. on December 6, 2018 to review all the applicants as a committee.

 

Discussion was held concerning possible interview questions and how many candidates will be interviewed. It was decided that one person would prepare possible interview questions for the committee to review and that the top three candidates would be interviewed for each position.

 

Motion by Harling, seconded by Fleck to direct County Clerk Rossell to write interview questions that will be reviewed by the Committee on December 6, 2018. Harling, Fleck and Rossell voted “aye”.  Nays, none.  Motion carried.

 

Motion by Harling, seconded by Fleck to interview the top three candidates for District 4 and District 5. Fleck, Harling and Rossell voted “aye”.  Nays, none.  Motion carried.

 

Motion by Fleck, seconded by Harling to meet on December 6, 2018 at 1:00 P.M. in the Commissioners Room to select the top three applicants for District 4 and District 5. Harling, Fleck and Rossell voted “aye”.  Nays, none.  Motion carried.

 

Motion by Harling, seconded by Fleck to establish the following notice requirements for the Committee: Notice will be posted at the Lincoln County Courthouse, North Platte City Hall, Lincoln County website and the local press.at least 2 days prior to the meeting on December 6, 2018 at 1:00 P.M. and any additional meetings to be held.

 

The meeting was adjourned at 2:35 P.M.

 

Advance public notice (includes agenda) of the Lincoln County Clerk, Lincoln County Attorney and the Lincoln County Treasurer meeting was provided to the Committee members and posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on November 26, 2018; and was also emailed to the media on November 26, 2018. In addition for this first meeting it was also posted on Facebook.

 

The agenda for the meeting to be held on December 6, 2018 will be continually current and open for inspection at the office of the Lincoln County Clerk. The meeting will be held at the Lincoln County Courthouse in the Commissioners Room at 1:00 P.M. Public notice will be posted at the Lincoln County Courthouse, North Platte City Hall, the Lincoln County website and will also be emailed to the media.
