MEETING MINUTES

December 6, 2018
1:00 P.M.

Present were Lincoln County Attorney, Rebecca Harling; Lincoln County Treasurer, Sue Fleck; and Lincoln County Clerk, Rebecca Rossell.

Lincoln County Attorney, Rebecca Harling stated that the committee will follow the Open Meetings Act. A current copy of the Open Meetings Act is posted in the Commissioner’s Room at the entrance.

Roll call was taken. Harling, Fleck and Rossell were present.

Motion by Harling, seconded by Fleck to approve the agenda for 12-6-2018 meeting. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Motion by Fleck, seconded by Harling to approve the minutes regarding the meeting held by the Lincoln County Clerk, Lincoln County Attorney and Lincoln County Treasurer held on November 28, 2018. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Chairman Harling reported that there were four applicants from District 4 – Mark Stinson, Walter Johnson, Dwight Thompson & Orley Dean Dye. There were eight applicants from District 5 – Rod Rayburn, Jerry L. Woodruff, Bill Kleinow, Jimmy L. Falcon, Sr., Karl Christensen, Kanen Hammond, Randy Stubbs & Shane M. Smith. Rossell stated there was another application received but the individual lives in District 3 and is not eligible.

Discussion was held concerning whether we would interview all four applicants for District 4 or go with the three applicants as decided earlier. It was decided by the committee to stick with the top three applicants for each district.

Discussion was held among Committee members to determine which candidates would be called for interviews in each district. All members stated this had been hard to do with the quality of applications received and that it had been very difficult to narrow it down to three. Each member voiced why they had or hadn’t chosen the candidate as one of the top three for District 4 and District 5. Again each applicant would have brought a different set of skills or dynamic to the County Board.

Motion by Harling, seconded by Fleck to interview Walter Johnson for District 4 Commissioner. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Motion by Harling, seconded by Fleck to interview Dwight Thompson for District 4 Commissioner. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Motion by Harling, seconded by Fleck to interview Mark Stinson for District 4 Commissioner. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Motion by Harling, seconded by Fleck to interview Bill Kleinow for District 5 Commissioner. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Motion by Harling, seconded by Fleck to interview Jerry Woodruff for District 5 Commissioner. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Motion by Fleck, seconded by Rossell to interview Rod Rayburn for District 5 Commissioner. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Rossell commented that she had received possible questions from five other counties and had used those as a guideline to produce 10 questions with some optional questions listed. Committee members will alternate interviewing candidates and each committee member will be allowed to ask follow up questions if needed. Each candidate will be a given a brief time at the end of the interview to add any additional comments if they wish to do so. The committee is not asking for letters of recommendation.

Harling stated she would allow the public to make relevant comments but the public is not allowed to ask questions of the applicants.

It was decided that interview questions would not be publicly announced but Attorney Harling pointed out later in the discussion that the first person being interviewed would be at a disadvantage. They would not know the questions beforehand but other applicants could be in the audience and hear all the questions prior to their interview.

Rossell asked if we could respectfully request all candidates to wait outside until their interview as she felt the questions would help the committee determine what candidates knew about the duties of a County Commissioner.

Motion by Harling, seconded by Fleck to approve the ten written questions with the amendment requested to Question 1 by Attorney Harling. Interview questions will be available prior to the interviews in written form in the County Clerk’s Office. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Chairman Harling read aloud the 10 interview questions to the public.

Motion by Harling, seconded by Fleck to allow optional questions if necessary, to allow the committee members to ask follow up questions and to give each candidate an opportunity to make final comments at the end of the interview. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

Motion by Harling, seconded by Fleck to allow approximately 45 minutes for each candidate interview beginning at 11:00 A.M. on December 10, 2018 at the Lincoln County Courthouse in the County Commissioners Room (11:00 to 11:45; 11:45 to 12:30; 12:30 – 1:15; Lunch break from 1:15 t0 1:45; 1:45 to 2:30; 2:30 to 3:15 and 3:15 to 4:00 p.m.) to authorize Rebecca Rossell to contact the applicants to arrange the interview schedule and to have its next Committee meeting on December 10, 2018, at 11:00 A.M., at the Lincoln County Courthouse in the Lincoln County Commissioners Room. Upon roll call vote Harling, Fleck and Rossell voted “aye”. Nays, none.

The meeting was adjourned at 2:07 P.M.

Advance public notice (includes agenda) of the Lincoln County Clerk, Lincoln County Attorney and the Lincoln County Treasurer meeting was provided to the Committee members and posted at the Lincoln County Courthouse, City Hall and the Lincoln County Website on December 3, 2018; and was also emailed to the media on December 3, 2018.

The agenda for the meeting to be held on December 10, 2018 will be continually current and open for inspection at the office of the Lincoln County Clerk. The meeting will be held at the Lincoln County Courthouse in the Commissioners Room at 11:00 A.M. Public notice will be posted at the Lincoln County Courthouse, North Platte City Hall, the Lincoln County website and will also be emailed to the media.
