New County Commissioners Walter Johnson-District 4 and Jerry Woodruff-District 5 were sworn into office at 8:45 AM by Judge Kent Turnbull.

 

Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley, Jerry Woodruff, Walter Johnson and Deputy County Clerk, Terry Heessel.  Deterding offered prayer. Deterding called the meeting to order at 9:20 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 10, 2018.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Henry to receive and order filed  fee reports submitted by the County Sheriff and County Treasurer.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Johnson to approve the appointment  of Joe Hewgley to the West Central Area on Aging Board until January 14, 2019.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:27 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and Sue Fleck, County Treasurer appeared.

 

Motion by Henry, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 10, 2018. Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Woodruff to approve the certificates of correction and refund submitted by the County Assessor and authorize the Chairman to sign.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Hewgley, seconded by Johnson to approve the application for motor vehicle exemption submitted by Riverside Baptist Church on a 1996 Ford Bus as approved by the County Treasurer.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the application for motor vehicle exemption submitted by Great Plains Health on a 2008 Ford F250 Pickup as approved by the County Treasurer.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:34 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Wayne Griffin, Attorney and Richard Bodenhamer were present to discuss a tort claim that was filed concerning an incident on North River Road on August 9, 2018.

 

Motion by Hewgley, seconded by Henry to take no action and to have the County Attorney forward the information to Lincoln County insurance carrier for further review and investigation.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Mr. Griffin stated that himself and Mr. Bodenhamer had set up an appointment with the County Roads Department to discuss the road and the circumstances that lead to the  end of the trailer going into a ditch at the side of the road.  Lincoln County Deputy Attorney, Joe Wright, was also at this meeting and had advised the County Roads Superintendent, Carla O’Dell that she did not have authority to negotiate on behalf of the County on Tort Claims.

 

Carla O’Dell, County Roads Superintendent, gave an update on the Sutherland North Bridge.  The State of Nebraska has selected this bridge for construction in 2021.  The first step is for the County to get a design and submit to the State for approval.  This bridge has recently failed an inspection for 10 ton capacity; therefore a repair will need to be done to the bridge until new bridge is constructed.

 

Motion by Hewgley, seconded by Woodruff to appoint Carla O’Dell to work with the North Platte Parks, Recreation and Wellness foundation Inc. or a representative/agent thereof, in regards to the possibility of “The county of Lincoln” applying for grant funds in 2019 concerning the “West State Farm Connection Trail”.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Lisa Burke, CVB and Barb Huebner to continue the discussion from December 3, 2018 to hire the Huddle Up Group to work on the Sports Commission on a Sports Tourism Strategic Plan.  Lisa did reach out to other groups to submit informal quotes on this advisory plan.  No other quotes were received.  CVB does have the funds available.

 

Motion by Hewgley, seconded by Woodruff to hire Jon Schmeider and the Huddle Up Group to work with the Visitor’s Bureau and the Sports Commission on a Sports Tourism Strategic Plan for the North Platte area made by the North Platte/Lincoln County Visitor’s Bureau Advisory Board.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Bill Henry, County Commissioner and Jeff Higgins, Building and Grounds Superintendent met with the architect concerning the bathroom remodeling on the first floor of the courthouse.  The plan is to update fixtures in all bathrooms.  The east end will remain the same except there will be storage added to the north bathroom.
There will be considerable reconfiguration to the bathrooms on the west end.

 

Sheriff Jerome Kramer and Deputy Dan Newton were present to ask to set a date to receive bids on 3 new pickups for the department.

 

Motion by Henry, seconded by Hewgley to set January 14, 2019 at 10:00 A.M. to receive bids on 3 new pickups for the Lincoln County Sheriff’s Department.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Approved the following claims as presented for payment:

 

 

A quarterly inspection of the Lincoln County Detention Center was conducted.

 

The meeting was adjourned at 1:20 P.M.

 

Advance notice and the agenda for the December 17, 2018 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 14, 2018; and was also emailed to the media on December 14, 2018.

 

 

The agenda for the meetings to be held on Monday, December 24, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
