Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Duane Deterding, Bill Henry, Joe Hewgley, Jerry Woodruff, and Deputy County Clerk, Terry Heessel.  Walt Johnson was absent.  Hewgley offered prayer. Deterding called the meeting to order at 9:00 A.M.

 

Chairman Deterding announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 17, 2018.  Upon roll call vote Hewgley, Henry, Woodruff, and Deterding voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Henry, seconded by Hewgley to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Henry, Woodruff, Deterding voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Woodruff, seconded by Hewgley to receive and order filed fee report submitted by the County Sheriff.  Upon roll call vote Hewgley, Henry, Woodruff, and Deterding voted “aye”.  Nays, none.  Johnson absent

 

Motion by Hewgley, seconded by Henry approve Resolution 2018-34 Certificate of Completion of Project HRR-STWD(116) Advance Railroad Warning sign.  Upon roll call vote Hewgley, Henry, Woodruff, and Deterding voted “aye”.  Nays, none.  Johnson absent

 

Commissioner Walt Johnson joined the meeting at 9:15 A.M.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Deputy County Assessor, Pat Collins and Sue Fleck, County Treasurer appeared.

 

Motion by Woodruff, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 17, 2018. Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

No certificates of correction and refund were submitted by the County Assessor.

 

Motion by Hewgley, seconded by Henry to approve the application for motor vehicle exemption submitted by Harvest Christian Fellowship Church on a 2001 Ram Wagon as approved by the County Treasurer.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Hewgley to approve the application for motor vehicle exemption submitted by North Platte Baptist Church on two 2002 Frontliner (Freightliner) Buses as approved by the County Treasurer.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to approve the application for motor vehicle exemption submitted by North Platte Baptist Church on a 2004 Ford F150 as approved by the County Treasurer.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Hewgley to approve the application for motor vehicle exemption submitted by Region II Human Services on a 1991 Ford Cutaway, 2006 Chrysler Van, 2008 Dodge Sport Van and a 2011 Ford Goshen as approved by the County Treasurer.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:25 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Blaise Crowell was present to discuss an incident that occurred on December 20, 2018 on North Sandhill road.  He stated that a road maintenance crew were parked in the middle of the road leaving him no choice but to drive over a windrow that caused damage to his vehicle.

 

Carla O’Dell, County Road Superintendent, had a statement from the crew that they were parked in the east ditch and left the windrow just off center of the road with both lanes open to traffic while they were on lunch.

 

Mr. Crowell stated that their statement was incorrect.

 

Motion by Hewgley, seconded by Johnson to take no action on the tort claim and to forward the information to Lincoln County insurance carrier for further investigation.  Upon roll call vote Hewgley, Henry, Woodruff, Johnson and Deterding voted “aye”.  Nays, none.

The meeting was adjourned at 10:37 A.M.

 

The meeting for Monday, December 24, 2018 was postponed until Wednesday, December 26, 2018 as per Chairman Duane Deterding, since Christmas Eve was declared a holiday by the President and the Governor.  Advance notice and the agenda for the December 26, 2018 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on December 21, 2018; and was also emailed to the media on December 21, 2018.

 

The agenda for the meetings to be held on Monday, December 31, 2018 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
