Meeting of the Lincoln County Board of Commissioners. Present were Commissioners  Joe Hewgley, Kent Weems, Bill Henry, Walt Johnson, Jerry Woodruff, and Deputy County Clerk, Terry Heessel.  Hewgley offered prayer. Vice Chairman Hewgley called the meeting to order at 9:00 A.M.

 

Vice Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Weems to nominate Joe Hewgley as the Chairman of the Lincoln County Board of Commissioners for 2019.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Weems to nominate Bill Henry as the Vice Chairman of the Lincoln County Board of Commissioners for 2019.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 31, 2018.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to receive and order filed the treasurer’s receipts.  Upon roll call vote Henry, Weems, Johnson, Woodruff, and Hewgley voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Weems to receive and order filed fee report submitted by the County Clerk.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger, and Deputy County Treasurer, Jennifer Hergenrader was present.

 

Motion by Woodruff, seconded by Weems to nominate Joe Hewgley as Chairman for the Lincoln County Board of Equalization.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Woodruff to nominate Bill Henry as Vice Chairman for the Lincoln County Board of Equalization.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on December 31, 2019. Upon roll call vote Henry, Weems, Johnson, Woodruff, and Hewgley voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Henry to approve certificates of correction and refund as submitted by the County Assessor.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Weems to approve the motor vehicle exemption application submitted by Maria Evangelical Church on a 2006 Ford E450 Bus and 2001 Chevrolet 3500 Bus.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Weems to approve the motor vehicle exemption application submitted by Goodwill Industries on a 2013 Chevrolet Impala sedan.  Upon roll call vote Weems, Woodruff, Henry and Hewgley voted “aye”.  Johnson voted “nay”.

 

Motion by Weems, seconded by Johnson to approve the motor vehicle exemption application submitted by The Salvation Army on a 2006 Great Dane Van Refrigerated Trailer.  Upon roll call vote Johnson, Woodruff, Weems, Henry and Hewgley voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Henry to approve the motor vehicle exemption application submitted by Maranatha Bible Camp on a 2005 Chrysler Sport Van, 1990 Pickup box trailer, 1994 Dodge Van, and a Hill Gooseneck Trailer.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:38 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Chairman Hewgley discussed the committee appointments that will be assigned on January 14, 2019.  He asked the board to look over the standing committees and mark which ones they would be interested to serve on.  He also had some suggestions on other Committees (now that there are 5 Commissioners) to be attended by a Commissioner(s).

 

Todd Herndon, County Weed Superintendent, gave the yearend report.

 

Lisa Burke, North Platte/Lincoln County Convention and Visitors Bureau Executive Director, presented the 3 bids received for the Travel Guide and Rack Cards.  The Rack Cards are given out to Kansas, Iowa, Pt of Colorado, Wyoming and South Dakota.  The Travel Guides are mainly used here in Nebraska.  The bids were for 70,000 Travel Guides and 95,000 Rack Cards and are as follows:

Maly Marketing         $20,263.00 Travel Guides   $4,165.00  Rack Cards

Pro Printing               $17,969.18                           $3,912.00

Meyer Creative         $16,417.17                              $3,431.04

 

Motion by Woodruff, seconded by Weems to accept the bid of Meyer Creative to print the Travel Guides and Rack Cards for the North Platte/Lincoln County Convention and Visitors Bureau.  Upon roll call vote Henry, Weems, Johnson, Woodruff and Hewgley voted “aye”.  Nays, none.

The meeting was adjourned at 10:38 A.M.

 

Advance notice and the agenda for the January 7, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on January 4, 2019; and was also emailed to the media on January 4, 2019.

 

The agenda for the meetings to be held on Monday, January 14, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
