Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Jerry Woodruff and County Clerk, Rebecca Rossell.  Henry offered prayer. Hewgley called the meeting to order at 9:02 A.M.  Commissioner Johnson was absent.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 4, 2019. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Woodruff, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Woodruff, seconded by Henry to approve setting the mileage rate for reimbursement at 58 cents per mile effective March 11, 2019 as per NE Dept. of Administrative Services up from 54.5 cents per mile. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Henry, seconded by Woodruff to receive and order filed fee reports submitted by the County Clerk, Clerk of District Court and Register of Deeds. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 4, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Henry to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

No certificates of correction or refund were submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Henry, seconded by Weems to approve and adopt Resolution No. 2019-07 to amend the One & Six Year Road Plan to move eleven of the six year projects to the One Year Plan. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Woodruff, seconded by Henry to authorize the Chairman to sign the Underwriting Engagement and Disclosure letter with D A Davidson on the proposed offering and issuance of Highway Allocation Fund Pledge Bonds, Series 2019. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Paul Grieger of D A Davidson discussed a possible savings to Lincoln County if we obtain a bond rating.

 

Motion by Henry, seconded by Weems to adopt Resolution No. 2019-08 authorizing the issuance of Highway Allocation Fund Pledge Bonds, Series 2019, in an amount not to exceed three million five hundred thousand dollars ($3,500,000) for the purpose of making certain road improvements within Lincoln County, and related matters. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Sheriff Kramer and Eric Seacrest, representing Mid Nebraska Community Foundation, have established a fund to purchase new holographic sites for the deputy’s rifles and new racks to place the rifles in the vehicles. The total amount needed for the project is $20,000.

 

Motion by Henry, seconded by Weems to go into closed session at 10:02 A.M. concerning strategy session regarding pending litigation and to protect attorney client privilege, which is clearly necessary to protect the public interest. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Chairman Hewgley restated the motion for the closed session.

 

Motion by Weems, seconded by Woodruff to go into open session at 10:35 A.M. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

Advance notice and the agenda for the March 11, 2019 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 8, 2019; and was also emailed to the media on March 8, 2019.

 

 

The agenda for the meetings to be held on Monday, March 18, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
