Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell.  Johnson offered prayer. Vice Chairman Henry called the meeting to order at 9:00 A.M.  Commissioner Hewgley was absent.

 

Vice Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Woodruff, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 25, 2019. Upon roll call vote Weems, Henry, Johnson and Woodruff  voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Weems, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Weems, Henry,  Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Woodruff, seconded by Johnson to approve and authorize the Vice Chairman to sign a service agreement with IBM for maintenance on the AS400. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Johnson, seconded by Woodruff to approve and authorize the Vice Chairman to sign a right of way permit submitted by Hershey Cooperative Telephone Company. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Johnson, seconded by Weems to approve and authorize the Vice Chairman to sign the special designated liquor license submitted by Aden Enterprises LLC for a reception to be held at Creekside Event Center on July 27, 2019. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Lorie Koertner.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 25, 2019. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.   Hewgley absent.

 

No certificates of correction or refund submitted by the County Assessor.

 

Motion by Woodruff, seconded by Weems to approve the motor vehicle tax exemption applications submitted by Community Action Partnership, Great Plains Health and North Platte Baptist Church as recommended for approval by the County Treasurer. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Weems, seconded by Johnson to approve the motor vehicle tax exemption application submitted by West Central District Health as recommended for approval by the County Treasurer. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Johnson, seconded by Weems to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Weems, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Johnson, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Bethel Free Evangelical Church as recommended for approval by the County Treasurer. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Motion by Woodruff, seconded by Weems to approve a confession of judgment regarding the case of Alan R. Little, Appellant, v. Lincoln County Board of Equalization Appellee, Case No. 18R 0094, which is before the Nebraska Tax Equalization and Review Commission, in which the Lincoln County Board of Equalization confesses in said herein motion that the value of the real estate, in the aforementioned case (Case No. 18R 0094), should be $19,783.00 (Land Value – $15,938 and Improvements – $3,845.00 detached garage) for tax year 2018. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

The Lincoln County Board of Equalization adjourned at 9:35 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Johnson, seconded by Weems to set April 22, 2019 at 10:00 A.M. to accept bids for road overly projects (LCDOR 2019-01). Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

Judd Allen of the Nebraska Association of County Officials introduced himself to new board members and gave a brief update of the services offered by NACO to the counties.

Advance notice and the agenda for the April 1, 2019 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 29, 2019; and was also emailed to the media on March 29, 2019.

 

 

The agenda for the meetings to be held on Monday, April 8, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
