Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on May 28, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Henry to approve and authorize the Chairman to sign the quarterly federal excise tax return for 2019 PCORI fees. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to authorize the Chairman to sign the discrimination and harassment policy certification for the Nebraska Commission on Law Enforcement and Criminal Justice. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to approve the verification of the Letter of Appointment for Booker Boyer as rural Lincoln County Noxious Weed Board Member for the term to end January, 2021. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Henry, seconded by Johnson to approve the motor vehicle tax exemption application submitted by Bethel Free Evangelical Church as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Henry to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to approve the motor vehicle tax exemption applications submitted by Bethel Evangelical Free Church and First Baptist Church of Maxwell as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Henry to approve the motor vehicle tax exemption applications submitted by Riverside Baptist Church, Bethel Evangelical Free Church, and People’s Family Health Services as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:28 A.M. and the Lincoln County Board of Commissioners reconvened.
Deputy County Clerk, Terry Heessel, provided the County Board information on the process that has been used in the past for property valuation protests. The County Board has three new Commissioners that have not been part of this process yet. The County Clerk’s Office and County Assessor’s Office work well together and have a system in place that they plan to continue moving forward.
Motion by Weems, seconded by Woodruff to adopt Resolution No. 2019-11 to allow participation in the Cash-In-Lieu option for employees during the fiscal year of July 1, 2019 to June 30, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Henry to approve and authorize the Chairman to sign the Administrative Agreement Conditional Cash Out Option for Lincoln County with First Concord Benefits Group. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Carla O’Dell, Lincoln County Highway Supt., gave the board an update on South River Road Reconstruction Project, FEMA Disaster #4225.
Motion by Henry, seconded by Weems to set June 24, 2019 at 9:30 A.M. to receive bids for South River Road Reconstruction Project, FEMA Disaster #4225. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Advance notice and the agenda for the June 3, 2019 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on May 31, 2019; and was also emailed to the media on May 31, 2019.
The agenda for the meetings to be held on Monday, June 10, 2019 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
