Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Weems offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 10, 2019.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Woodruff to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Woodruff to select the Health Advocacy and Medical Bill Saver service from July 1, 2019 to June 30, 2020 with Aflac at no cost to the County or the employees of Lincoln County.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Henry to receive and order filed the fee reports submitted by the County Treasurer.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Johnson to approve the equipment placement agreement for the North Platte/Lincoln County Visitors Bureau. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Woodruff, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 10, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Johnson, seconded by Weems to approve the certificates of correction or refund submitted by the County Assessor. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Weems to approve the property valuation changes 2019-28 & 2019-29 as submitted by the County Assessor.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

The Lincoln County Board of Equalization adjourned at 9:21 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Brandon Myers, Emergency Management Director was present to explain the purpose of repeaters and the benefits to the department.

 

Motion by Henry, seconded by Woodruff to approve the purchase of two repeaters (radio signal boosters) for Emergency Management for a pickup and the EOC mobile unit.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Judy Clark of Lincoln County Planning was present to discuss the application by Home Place Holdings, LLC for an administrative subdivision.

 

Motion by Henry, seconded by Weems to approve the application by Home Place Holdings, LLC for Home Place Administrative Subdivision located at 3649 North Trinity Road and described as part of the SW ¼ of Section 23, Township 14 North, Range 32 West of the 6th P.M., Lincoln County Nebraska.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Chairman Hewgley provided notice of settlement agreement reached by Lincoln County, Nebraska and the Claimants, Angel Zarraga, Jesus Zarraga and Juan Zarraga in Case No CI 16-633, in the District Court of Lincoln County.

 

Bids for the Lake Maloney Hike and Bike Trail Phase IV were opened by Chairman Hewgley.

Myers Construction Inc of Broken Bow NE                        $253,184.10

Cement Products Inc. of North Platte NE                           $382,137.00

Carla O’Dell, Lincoln County Roads and Brett Burkland, TC Engineering, reviewed the bids and recommended Myers Construction Inc.

 

Motion by Henry, seconded by Johnson to accept the bid from Myers Construction Inc. of Broken Bow NE in the amount of $253,184.10 contingent upon the approval by Nebraska Game and Parks.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Lois Block, Lincoln County Register of Deeds, presented two informal bids on purchase of a copier for the office.  Bids are as follows:  Capital $7,314.00 and Eakes $5,159.91.

 

Motion by Weems, seconded by Henry to approve the purchase of a copier from Eakes in the amount of $5,159.91 for the Lincoln County Register of Deeds.  Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”.  Nays, none.

 

Hear concerns from Elected Officials, Department Heads and their representative.

 

Approved the claims as presented for payment.

 

 

The meeting was adjourned at 11:25 A.M.

 

Advance notice and the agenda for the June 17, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 14, 2019; and was also emailed to the media on June 14, 2019.

 

The agenda for the meetings to be held on Monday, June 24, 2019 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
