Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry,  Walt Johnson, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Commissioner Weems was absent.  Hewgley offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on June 24, 2019.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

Motion by Henry, seconded by Johnson to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

Motion by Johnson, seconded by Henry to approve Resolution 2019-15 to approve the additional securities with NebraskaLand Bank as pledged to the Lincoln County Clerk.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent

 

Motion by Henry, seconded by Woodruff to approve and authorize the Chairman to sign the right of way application submitted by Hershey Cooperative Telephone Company.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

Motion by Woodruff, seconded by Johnson to appoint Tim Brouillette to represent the Lincoln County Board when Lincoln County Attorney’s office recuses itself because of a conflict of interest or an appearance of a conflict of interest.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger and County Treasurer, Shelli Franzen appeared.

 

Motion by Johnson, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on June 24, 2019. Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

No certificates of correction or refund were submitted by the County Assessor.

 

Motion by Henry, seconded by Woodruff to approve the motor vehicle exemption application submitted by First Baptist Church on a 1991 and 1997 Ford Van as recommended by the County Treasurer.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.   Weems absent.

 

The Lincoln County Board of Equalization recessed at 9:19 A.M. and the Lincoln County Board of Commissioners reconvened.

 

The application submitted by the Lincoln County Ag Society for a special designed liquor license was canceled until July 8, 2019.

 

The written recommendation was read by Commissioner Jerry Woodruff concerning the draft attestation by the Nebraska Auditor of Public Accounts of the Lincoln County Treasurer’s Office.

Motion by Johnson, seconded by Woodruff that the Board approves the written recommendation read into the record and have it spread into the minutes and also instruct the Lincoln County Clerk’s office to inform the Nebraska Auditor of Public Accounts of this action.  Upon roll call vote Hewgley, Henry, Johnson, and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

Sheriff Jerome Kramer and Larry Meyer were present.

 

Motion by Johnson, seconded by Woodruff to approve the Labor Agreement between The county of Lincoln, Nebraska and Fraternal Order of Police Lodge #26, Lincoln County Sheriff’s Employees’ Association, from August 16, 2019 to August 15, 2021.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

Motion by Woodruff, seconded by Henry to approve and support the Lincoln County Sheriff’s office to apply for the Nebraska Department of Transportation Highway Safety Office Mini Grant Contract Application for 2 Deputies during the Lincoln County Fair.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

The County Board discussed having a work session concerning the Roads issues. The meeting would start at the Lincoln County Roads Department and then move to different roads to review.  Suggested roads were Miller School Rd, Whispering Hills, Johnson Road and Wagon Trail Rd.  The public and press are welcome

to come to the meeting and follow to the respective roads with the County Board.  No action will be taken at this work session.

 

Motion by Johnson, seconded by Henry  to meet for a work session to discuss county road issues on July 22, 2019 at 1:00 P.M. starting at the Lincoln County Roads shop and then to visit Johnson Road from Weaver Heights north and Wagon Trail Rd from So River Rd north for 1-1 ½ miles.  Upon roll call vote Hewgley, Henry, Johnson and Woodruff voted “aye”.  Nays, none.  Weems absent.

 

 

Hear concerns from Elected Officials, Department Heads, and their representative.

 

Approved the claims as presented for payment.

 

 

Recess as County Board of Commissioners and reconvene as County Board of Equalization at 11:10 AM.

 

Discuss and consider valuation protests – Form 422

 

Adjourn as County Board of Equalization and reconvene as County Board of Commissioners at 1:10 PM.

 

The meeting was adjourned at 1:11 P.M.

 

Advance notice and the agenda for the July 1, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on June 28, 2019; and was also emailed to the media on June 28, 2019.

 

The agenda for the meetings to be held on Monday, July 8, 2019 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
