Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Johnson was absent. Hewgley offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on July 29, 2019.  Upon roll call vote Hewgley, Weems, Henry  and Woodruff voted “aye”.  Nays, none.   Johnson absent

 

Motion by Weems, seconded by Woodruff to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”.  Nays, none.   Johnson absent.

 

Motion by Woodruff, seconded by Weems to table the right of way submitted by Great Plains Communications until we have received a letter.  Upon roll call vote Hewgley, Henry, Weems and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Weems, seconded by Henry to receive and order filed fee report submitted by the County Clerk.  Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Weems, seconded by Henry to authorize the Chairman to sign the purchase order and sales order for a copier for the Photostat Department.  Upon roll call vote Hewgley, Weems, Henry, and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Motion by Henry, seconded by Weems to approve certificates of correction or refund submitted by the County Assessor.  Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Weems, seconded by Henry to approve the motor vehicle exemption application submitted by Great Plains Health.  Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Henry, seconded by Woodruff to approve the motor vehicle exemption application submitted by Mission Life Inc..  Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

The Lincoln County Board of Equalization adjourned at 9:24 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Susan Maline, CPA, presented the 2019-2020 Preliminary Lincoln County Budget Draft.

 

Kim Kelley of La Casa Del Rios LLC was present to answer questions about Special Designed Liquor License applications submitted.

 

Motion by Weems, seconded Woodruff to approve and authorize the chairman to sign the special designated liquor license application submitted by La Casa Del Rios LLC for an event on August 24, 2019 at the Lincoln County Fairgrounds.  Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Weems, seconded by Henry to approve and authorize chairman to sign the special designated liquor license application submitted by La Casa Del Rios LLC for an event on September 15, 2019 at Creek Side Event Center.  Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Weems, seconded by Henry to enter The county of Lincoln into an agreement with Mainelli Wagner & Associates, Inc., a civil engineering company, to provide plans and contract documents required to rebuild the section of the West South River Road in Lincoln County Nebraska and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent

 

Motion by Woodruff, seconded by Weems to go into closed session at 10:10 AM,  concerning strategy session regarding negotiations for the purchase of real estate/right of way easement to rebuild the section of the West South River Road in Lincoln County, Nebraska which is clearly necessary to protect public interest.  Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Chairman Hewgley restated the reason for the closed session.

 

Motion by Henry, seconded by Weems to go into open session at 10:20 A.M.  Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Motion by Weems, seconded by Henry to hire Jim Bain Appraisal Associates Inc.to appraise the property that will be required to be used to do the right of way for the West South River Road Reconstruction Project in Lincoln County, Nebraska and authorize the Chairman to sign the appropriate paperwork.  Upon roll call vote Hewgley, Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.

 

Lincoln County Sheriff, Jerome Kramer and Chief Deputy, Roland Kramer were present to discuss the expansion of the Lincoln County Detention Center.  Sheriff Kramer had contacted Treanor Architects in 2015, the estimated cost then was $3,463,000.00 to add the northeast corner to the present building.  In 2019, the estimated cost would be $3,923,000.00.  He would like to have additional funds to remodel adding more observation cells and storage.  This would add approximately 58 beds to the facility.

 

Commissioner Weems voiced concerns about the staffing for the additional workload.  Sheriff Kramer stated that it is always a concern.  The pool of qualified applicants is small.  The training is an 8 week process.  His goal is to be hiring during the construction period, not after construction is done.

 

Commissioner Henry is strongly in favor of the expansion.

 

Commissioner Woodruff asked about the financing of such a project.

 

Motion by Weems, seconded by Henry to approve the launching of the County to investigate the scope and cost, therein, to proceed with the jail expansion.  Upon roll call vote Weems, Henry and Woodruff voted “aye”.  Nays, none.  Johnson absent.  Hewgley abstained (possible conflict of interest).

 

Approved the claims as presented for payment.

 

Hear concerns from Elected Officials, Department Heads and their representative.

 

The meeting was adjourned at 11:17 A.M.

 

Advance notice and the agenda for the August 5, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on August 2, 2019; and was also emailed to the media on August 2, 2019.

 

The agenda for the meetings to be held on Monday, August 12, 2019 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
