Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Walt Johnson, Jerry Woodruff and Deputy County Clerk, Terry Heessel.  Bill Henry was absent.  Woodruff offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 9, 2019.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Johnson, seconded by Weems to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent

 

Motion by Weems, seconded by Woodruff to receive and order filed the fee report submitted by the Register of Deeds, County Sheriff and Clerk of District Court.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Weems, seconded by Woodruff to adopt Resolution No. 2019-27 to enter into interlocal agreement with the City of North Platte for maintenance of roads by the City. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Woodruff, seconded by Johnson to adopt Resolution No. 2019-28 to enter into an interlocal agreement with the City of North Platte for maintenance of roads by the County.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Weems, seconded by Johnson to approve the right of way application submitted by Great Plains Communication which was tabled on August 5, 2019 because it was after the fact, approval is subject to terms outlined in the letter drafted by the County Roads Department.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Johnson, seconded by Woodruff to approve the right of way application submitted by Dawson Public Power District.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff vote “aye”.  Nays, none.  Henry absent.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 9, 2019. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

No certificates of correction or refund were submitted by the County Assessor.

 

Motion by Weems, seconded by Johnson to approve the notice of valuation changes # 2019-37 and 2019-38.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Motion by Johnson, seconded by Woodruff to approve the special designed liquor license submitted by GL Concepts LLC for an event at Harbor Lights on September 30, 2019.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Woodruff, seconded by Weems to set October 7, 2019 at 10:00 AM to accept bids on three new/used pickups for the Lincoln County Department of Roads.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Motion by Weems, seconded by Johnson to set October 7, 2019 at 10:15 AM to accept bids on three new/used dump trucks for the Lincoln County Department of Roads.  Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Henry absent.

 

Julie Stenger, Lincoln County Assessor and Henry Vogt, Lincoln County Appraiser met with the Board to inform them of the importance of upcoming meetings.  One meeting is tonight (September 16, 2019) at the Lincoln County Farm Bureau and the second meeting is a public hearing held by Natural Resources Committee at McCook Community College.  Both meetings will be discussing recent legislation which was introduced (LR 114), and the amendments to LB 606.

 

The County Assessor would like to see County Commissioner(s) to attend and address the issues that will be affected in our county.  The County Appraiser(s) will be attending, and the County Assessor will be writing a letter to address the cost to taxpayers, the loss of property tax revenues and the loss of economic activity from government ownership of the land.

 

Ken Anderson stated that he would like to see the County Commissioner(s) attend the meetings.

 

Senator Groene will also be at the meetings.

 

Jerome Kramer, Lincoln County Sheriff was present.  Chairman Hewgley asked if he still wanted to proceed with the jail expansion, which he stated yes.

 

Commissioner Weems asked about the construction issues that happened with the original building.  The County Commissioners will need to use due diligence on reviewing the bids and contractors, doing research on the bidders, in order to make the best choices for the County.  The lowest bid is not always the right decision.

 

Motion by Woodruff, seconded by Johnson to proceed with consideration of proceeding with the Jail expansion and remodel project.  Upon roll call vote Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley abstained.  Henry absent.

 

Chairman Hewgley asked for clarification on the motion since the word consideration was used.  Commissioner Woodward stated that his intent was to proceed with the project.  Weems and Johnson agreed with the clarification.

Advance notice and the agenda for the September 16, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 13, 2019; and was also emailed to the media on September 13, 2019.

 

The agenda for the meetings to be held on Monday, September 23, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
