Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and Deputy County Clerk, Terry Heessel. Joe Hewgley was absent. Johnson offered prayer. Henry called the meeting to order at 9:00 A.M.
Vice-Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Weems, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 16, 2019. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Woodruff, seconded by Weems to receive and order filed the treasurer’s receipts. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent
Motion by Weems, seconded by Woodruff to approve the audit engagement letter with Nebraska Auditor of Public Accounts for the fiscal year ending June 30, 2019 and authorize the Vice-Chairman to sign. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Weems, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 16, 2019. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Weems, seconded by Woodruff to approve the certificates of correction & refund that were submitted by the County Assessor. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Woodruff, seconded by Johnson to approve the notice of valuation changes # 2019-39 to 2019-43. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent.
The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.
The 9:20 A.M. item of discuss and consider memo of understanding regarding the use of Grant Vantage for Victim Witness Unit and VOCA special conditions Contract for the Victim Witness Unit was tabled until the September 30,, 2019 meeting.
Richard Britten was present to offer a settlement on behalf of Tia Chantel Britten regarding guardian ad litem fees owed to “the county of Lincoln”.
Motion by Weems, seconded by Woodruff to accept the payment of $877.66, by Tia Britten, as complete satisfaction of the judgement for guardian ad litem fee against Tia Britten in case Number CI 00-158. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Woodruff, seconded by Johnson to approve the special designateded liquor license submitted by Unreel Events LLC for the Nebraska Country Music Festival to be held at the Fairgrounds AG Activities Center on October 18 & 19, 2019. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent.
Motion by Weems, seconded by Woodruff to set October 14, 2019 at 10:15 AM to accept bids on grader blades for the Lincoln County Department of Roads. Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”. Nays, none. Hewgley absent.
Approved the following claims as presented for payment.
Hear concerns from Elected Officials, Department Heads and their representative.
Conducted quarterly inspection of the Lincoln County Detention Center.
The meeting was adjourned at 11:15 A.M.
Advance notice and the agenda for the September 23, 2019 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 20, 2019; and was also emailed to the media on September 20, 2019.
The agenda for the meetings to be held on Monday, September 30, 2019 will be kept continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
