Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and Deputy County Clerk, Terry Heessel.   Weems offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on September 23, 2019.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to receive and order filed the treasurer’s receipts.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Johnson to adopt Resolution 2019-29 and approve the interlocal agreement with the City of North Platte for Dispatch Services.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Woodruff, seconded by Johnson to adopt Resolution 2019-30 and approve the interlocal agreement with the City of North Platte for Network Services.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Johnson to adopt Resolution 2019-31 and approve the interlocal agreement with the City of North Platte to provide Emergency Management Services.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Henry, seconded by Woodruff to Authorize the Chairman to sign the cost allocation plan certification with Maximus for child support reimbursement.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Tabled the cash lease agreement 650442-addendum with Nebraska Department of Administrative services for office space at the Craft State office building for HHS until October 7, 2019.

 

The Lincoln County Board of Commissioners recessed at 9:17 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Woodruff, seconded by Henry to approve the minutes regarding the Lincoln County Board of Equalization meeting held on September 23, 2019. Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Woodruff to approve the certificates of correction & refund that were submitted by the County Assessor.  Upon roll call vote Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.  Hewgley absent.

 

The Lincoln County Board of Equalization adjourned at 9:27 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Victim Witness Director, Cindy Korf appeared.

 

Motion by Weems, seconded by Johnson to approve and authorize the Chairman to sign the memo of understanding regarding the use of Grant Vantage for Victim Witness Unit and VOCA special conditions Contract for the Victim Witness Unit.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Motion by Weems, seconded by Henry to approve and authorize the Chairman to sign the VOCA Special Conditions Contract for the Victim Witness Unit.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

 

Motion by Weems, seconded by Henry to set October 21, 2019 at 10:00 AM to accept bids on a service truck for the Lincoln County Department of Roads. Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

West Central Nebraska Development District Executive Director, CJ Poltack appeared.

 

Motion by Johnson, seconded by Weems to approve and authorize the Chairman to sign the letter of support to West Central Nebraska Development District to apply for funding through the federal railway transportation for funds to upgrade the NKCR (Omni TRAX) line that runs from Sterling CO to Wallace NE.  Upon roll call vote Hewgley, Henry, Weems, Johnson and Woodruff voted “aye”.  Nays, none.

 

Approved the claims as presented for payment.

 

Hear concerns from Elected Officials, Department Heads and their representative.

 

The meeting was adjourned at 11:09 A.M.

 

Advance notice and the agenda for the September 30, 2019 board meetings were sent to the county board and all others requesting the same.  Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on September 27, 2019; and was also emailed to the media on September 27, 2019.

 

The agenda for the meetings to be held on Monday, October 7, 2019 will be kept continually current and open for inspection at the office of the Lincoln County Clerk.  The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M.  The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
