Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Hewgley called the meeting to order at 9:00 A.M.

 

Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

 

Motion by Henry, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on November 18, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Woodruff to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Henry to accept the resignation of Deb Beckmann effective December 6, 2019 from the Lincoln County HIPAA Committee. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Henry, seconded by Weems to receive and order filed the fee reports submitted by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.

 

Motion by Woodruff, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on November 18, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

No certificates of correction or refund submitted by the County Assessor.

 

The Lincoln County Board of Equalization adjourned at 9:16 A.M. and the Lincoln County Board of Commissioners reconvened.

 

Region 51 Emergency Management Director, Brandon Myers appeared to ask the Chairman to sign a rental agreement for space to store the Mobile EOC and trailers for Region 51 Emergency Management for six months to get them out of the weather.

 

Commissioner Hewgley questioned if the other agencies are going to pay a portion of the rent and if it would be possible to find a future grant to cover this expense.

 

Myers replied that right now the expense will be coming out of the Emergency Management budget but he is trying to find a grant to possibly build the county’s own storage facility down the road.

 

Motion by Weems, seconded by Johnson to approve and authorize the Chairman to sign a rental agreement for space to store the Mobile EOC and trailers for Region 51 Emergency Management. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

County Attorney, Rebecca Harling and Community Connections Director, Jayna Schaaf, appeared to present the two juvenile service aid grant applications for 2020. The Community Based grant is used mostly for assessment and mentoring programs for juveniles. The enhancement grant is for new programs. There are two that have been suggested if the enhancement grant money is received. One is a tutoring class to help juveniles catch up with education and the other is a training class on relationships.

 

Motion by Henry, seconded by Woodruff to approve the 2020 Community Based Juvenile Services Aid Grant Application and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Johnson, seconded by Weems to approve the 2020 Community Based Juvenile Services Aid Enhancement Grant Application and authorize the Chairman to sign. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

 

Motion by Weems, seconded by Henry to approve and authorize the Chairman to sign

two Form 521s (Real Estate Transfer Statements) for the South River Road

Reconstruction Project, also known as the West South River Road Reconstruction

Project, one for acquisition contract of a permanent easement and one for permanent

easement deed, as authorized representative of The county of Lincoln, Nebraska, the

grantee/buyer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff

voted “aye”. Nays, none.

 

Motion by Weems, seconded by Johnson to accept the Corrective Donation for Temporary Easement on the South River Road Reconstruction Project, also known as the West South River Road Reconstruction Project, from CHAR-LONG-MAR, LIMITED PARTNERSHIP. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Discussed how to proceed concerning an Access and Utility Easement proposed by Dawson Public Power District on the Lincoln County Road Department – Brady Shop.

 

Carla O’Dell, Lincoln County Highway Supt., reported that Dawson Public Power District would like an easement to put an overhead line with two utility poles in the corners of the lot. She had been concerned they would interfere with the building or parking but after visiting with them the location will not interfere.

 

Deputy County Attorney, Joe Wright, advised board members that Dawson Public Power is asking for an easement on county owned property and the board could request compensation for this project or waive any fees.

 

Commissioner Weems stated his only concerns were with the bigger county machines that there would be sufficient overhead clearance of the lines and that they will properly ballard the utility poles.

 

County Board members instructed O’Dell and Wright to work with Dawson Public Power on this project. The board will waive any fees if they will accommodate us from the safety standpoint.

Advance notice and the agenda for the November 25, 2019 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on November 22, 2019; and was also emailed to the media on November 22, 2019.

 

The agenda for the meetings to be held on Monday, December 2, 2019 will be kept

continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
