Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Hewgley called the meeting to order at 9:00 A.M.
Chairman Hewgley announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Johnson, seconded by Henry to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on December 23, 2019. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Weems to approve and authorize the Chairman to sign the contract with Adams Construction Co. for the South River Road Project C-56(1510). Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Chairman Hewgley excused himself from the next agenda due to a conflict of interest.
Motion by Woodruff, seconded by Johnson to approve and authorize Vice Chairman Henry to sign the Closing Documents for $4,700,000 Limited Tax County Building Bonds, Series 2020. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none. Hewgley abstained.
Motion by Weems, seconded by Woodruff to receive and order filed the fee report submitted by the County Clerk. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Woodruff to elect Kent Weems as Lincoln County Board Chairman for 2020. No roll call was taken.
Following discussion, a motion was made by Woodruff and seconded by Weems to elect Bill Henry as the Lincoln County Board Chairman for 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Henry, seconded by Woodruff to elect Kent Weems as Lincoln County Board Vice Chairman for 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:22 A.M. and the Lincoln County Board of Equalization convened.

Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption applications submitted by Maria Evangelical Church and North Platte Baptist Church as recommended for approval by the County Treasurer. Motion by Weems, seconded by Johnson to approve the motor vehicle tax exemption application by Great Plains Health as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Woodruff to approve the motor vehicle tax exemption application by Goodwill Industries of Greater Nebraska as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Hewgley to approve the motor vehicle tax exemption application by Maranatha Bible Camp as recommended for approval by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:35 A.M. and the Lincoln County Board of Commissioners reconvened.
Judy Clark, Lincoln County Planning Director, stated that planning staff had no objections to the following application for Jeffrey Fjords Administrative Subdivision.
Commissioner Hewgley questioned the CNPPID original deed line that the house crosses on the site plan.
Clark replied that the surveyor would have made CNPPID aware of this when they did the survey.
Motion by Weems, seconded by Johnson to approve the application by John and Jane Knippenberg for Jeffrey Fjords Administrative Subdivision located at 19582 South Sea Street on property described as Lot 2, Jeffrey Fjords Estates 2 and Lot 2, Jeffrey Lake First Replat in the NW ¼ of Section 4, Township 11 North, Range 27 West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Johnson to set January 21, 2020 at 9:30 A.M. for public hearing concerning the continuation of electing the County Surveyor in Lincoln County, Nebraska. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Discussion was held with Eakes Office Plus employees (Kevin Hafer/ Renee Hill) and Shelli Franzen, County Treasurer, concerning various invoices dating from July, 2019 through December, 2019 for the purchase of office furniture and various office supplies.
Franzen stated that the credits come through the Grand Island office and there were some issues so she had requested the invoices to go back that far in 2019 to the original purchases.
Commissioner Hewgley asked about Eakes billing policy.
Hafer responded that invoices are due ten days after the 1st of the month and statements usually go out around the 1st. He commented that on this account there had been double payments and credits.
Deputy County Attorney, Joe Wright, reminded the County Board that about the Purchasing Act and the amounts that a county official or department head can purchase without formal bids. Sellers have to assume that the person purchasing the items or services has the authority to do so.
Commissioner Weems asked about the $1800 delivery fee and the $400 design fee.
Hafer reported that in the original quote these fees were included. The delivery fee also included installation.
Commissioner Weems asked the moving forward with any county offices that the billing be prompt.
Motion by Weems, seconded by Woodruff to approve the claim to Eakes Office Plus in the amount of $22,278.93 for the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
