Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Vice Chairman Weems called the meeting to order at 9:00 A.M.

Vice Chairman Weems announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.

Motion by Johnson, seconded by Hewgley to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on February 18, 2020. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

Motion by Hewgley, seconded by Johnson to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

Vice Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
County Assessor, Julie Stenger appeared.

Motion by Hewgley, seconded by Johnson to approve the minutes regarding the Lincoln County Board of Equalization meeting held on February 18, 2020. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

Motion by Hewgley, seconded by Woodruff to approve and authorize the Vice Chairman to sign the certificates of correction or refund submitted by the County Assessor on real estate. Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye’. Nays, none. Henry absent.

The Lincoln County Board of Equalization adjourned at 9:20 A.M. and the Lincoln County Board of Commissioners reconvened.

The following bids were received for up to four (4) pickup trucks for the Lincoln County Sheriff’s Office:
Bill Summers Ford – $49,693.12 with trade for 4 trucks; Janssen Chrysler – $45,328 with trade for 4 trucks.

Motion by Johnson, seconded by Hewgley to accept the bid of Janssen Chrysler in the amount of $45,328 with trade.
Commissioner Hewgley asked about delivery dates. Bill Summers was 90 days and Janssen Chrysler was 90 – 120 days.
Upon roll call vote Hewgley, Weems, Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

Motion by Woodruff, seconded by Hewgley to accept with regret the resignation of Darold Miller as
Lincoln County Noxious Weed Board member. Upon roll call vote Hewgley, Weems, Johnson and
Woodruff voted “aye”. Nays, none. Henry absent.

County Board members thanked Darold for his many years of dedicated service to the county.

Board discussed how vacancies for this board had been done in the past. County Clerk Rossell
informed them that the vacancy must be filled by someone residing in the city or village. The term for
this vacancy will end in January, 2023.

Motion by Hewgley, seconded by Johnson to authorize the Noxious Weed Supt. to advertise for the
vacancy following the same procedure as used last time. There will be an application available to fill
out. It will be published as well as personal recruitment. Upon roll call vote Hewgley, Weems,
Johnson and Woodruff voted “aye”. Nays, none. Henry absent.

Hear concerns from Elected Officials, Department Heads and their representative.
Approved the claims as presented for payment.

The meeting was adjourned at 10:40 A.M.

Advance notice and the agenda for the February 24, 2020 board meetings were sent to the county
board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln
County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was
posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on February 21,
2020; and was also emailed to the media on February 21, 2020.

The agenda for the meetings to be held on Monday, March 2, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular
meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in
the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of
Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
