Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Woodruff offered prayer. Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Johnson, seconded by Weems to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 16, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Hewgley to receive and order filed the fee report submitted by the County Sheriff. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to approve and authorize the Chairman to sign the telephone upgrade proposal with BTS, Inc. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Weems to approve and authorize the Chairman to sign the right of way application submitted by Hershey Telephone Company as presented. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to approve and authorize the Chairman to sign the right of way application submitted by Pearce Services/CenturyLink.
County Board had discussion concerning the angle of the right of way across the road as shown on the attached map.
Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared.
Motion by Weems, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Equalization meeting held on March 16, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Weems to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on personal property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye’. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:17 A.M. and the Lincoln County Board of Commissioners reconvened.
Commissioner Hewgley excused himself from the item concerning the Lincoln County Detention remodel/addition project due to a conflict of interest.
Andy Pitt of Treanor HL, along with Ryan Stearns of Joseph R. Hewgley and Assoc. Inc, as well Tom Werblow of TC Engineering, who is representing the county, appeared by telephone. The schematic drawings were available on the video screens.
Andy Pitt gave a presentation of the Design and Development documents for the Lincoln County Detention Center remodel/addition project.
Andy indicated that a water cooling system would be implemented for the generator. County Board members as well as the County Sheriff had some questions concerning this option. He informed the board that the cells would be prefabricated steel cells.
Sheriff Kramer mentioned that they have redesigned the cells in recent years and that they are willing to work with it.
Commissioner Woodruff asked when the cells would be brought through the recreation area.
Pitt replied that the walls would be built after all the cells are in place.
Sheriff Kramer asked about the finish on the existing wall that will become an interior wall.
Pitt said they would paint the existing brick and will make sure the bricks and mortar are in good shape prior to painting.
Commissioner Woodruff questioned if we had enough brick left from the original project for this project.
Ryan Stearns of Joseph R. Hewgley and Assoc. indicated that he had not finalized the numbers yet.
Commissioner Woodruff then asked about delivery time of the cells and if transportation would be a problem.
Pitt replied 8 weeks to fabrication.
Commissioner Woodruff questioned if there were any security issues that were mentioned after the initial visits from the vendor.
Jeff Hedgecock, Detention Center Supervisor, reported that he did not find any issues.
Commissioner Weems asked about footings.
Pitt responded that no piers were needed and there should be no load issues.
Commissioner Henry wondered if there would be a pitch to the new roof.
Pitt stated yes with drainage.
Sheriff Kramer mentioned the emergency exhaust system.
Pitt told audience members that this is part of the mechanical system and it is similar to what is already in use.
Andy Pitt of TreanorHL reported that we are on track for construction documents with a bid date of early summer. Materials and supplies maybe an issue. The final cost has went from and estimated 4.3 million to 4.8 million. They will monitor that as we move forward.
Commissioner Woodruff asked that the county be sent a narrative of the presentation for us to review.
Tom Werblow asked when NE Jail Standards would be part of this process.
Pitt replied that the plans have already been sent to Jail Standards but they had not received a response.
Sheriff Kramer related that when they were here last time they did not indicate any issues.
Tom Werblow, commented that his questions had been answered prior to the call. He did want to mention that the city water temperature maybe warmer than they might anticipate for the cooling system for the generator.
Sheriff Kramer questioned if we could lock in the price of the cells.
Pitt replied that he would find out.
Commissioner Weems questioned if a water jacket was necessary or could the generator just be vented.
Stearns replied that they are working with the manufacturer on this.
Werblow then asked about the finish on the cells and the area that would be welded.
Pitt reported that they are coated in the factory. The welding will be done from the side that is not finished.
Motion by Woodruff, seconded by Johnson to approve the Design and Development documents for the Lincoln County Detention Center remodel/addition project and authorize the Chairman to sign. Upon roll call vote Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none. Commissioner Hewgley did not vote.
Planning Director, Judy Clark appeared by telephone. The applicant is consolidating two separate lots together so he can build his house on one lot.
County Board had questions concerning an existing easement on the property.
Clark stated they know they cannot build in or over the existing easement
Motion by Weems, seconded by Woodruff to approve the application by Kevin Dancer for Maloney Highlands Administrative Subdivision located at 3876 West Highlands Drive, described as Lots 3 and 6, Block 2, Maloney Highlands 2nd Subdivision as part of Section 31, Township 13 North, Range 30 West of the 6th P.M., Lincoln County, Nebraska. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Commissioner Hewgley reported that he checked with the NE Board of Engineers and Architects for clarification on the statutory obligations for review of engineering plans and specifications for paving and overlay projects in the county. He suggested that the county continue as planned until we receive written clarification.
Hwy Supt., Carla O’Dell, commented that TC Engineering is local and they can provide the same services.
Deputy County Attorney, Tyler Volkmer, replied that going forward on a project to project basis we will need an agreement.
Motion by Weems, seconded by Johnson to retain TC Engineering to review engineering plans and specifications for paving and overlay projects in the county for the year of 2020, as per the letter dated March 12, 2020 from TC Engineering. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.

Advance notice and the agenda for the March 23, 2020 board meetings were sent to the county board and all others requesting the same. Advance public notice (includes agenda) of the Lincoln County Board of Commissioners meeting and the Lincoln County Board of Equalization meeting was posted at the Lincoln County Courthouse, City Hall and the Lincoln County website on March 20, 2020; and was also emailed to the media on March 20, 2020. Due to the COVID-19 virus the March 23, 2020 meeting was also available on Zoom.
The agenda for the meetings to be held on Monday, March 30, 2020 will be kept
continually current and open for inspection at the office of the Lincoln County Clerk. The regular meeting of the Lincoln County Board of Commissioners will be at the Lincoln County Courthouse in the Commissioners Room at 9:00 A.M. The regular meeting of the Lincoln County Board of Equalization will be at the Lincoln County Courthouse in the Commissioners Room at 9:15 A.M.
