Meeting of the Lincoln County Board of Commissioners. Present were Commissioners Joe Hewgley, Bill Henry, Kent Weems, Walt Johnson, Jerry Woodruff and County Clerk, Rebecca Rossell. Weems offered prayer. Henry called the meeting to order at 9:00 A.M.
Chairman Henry announced the Open Meeting Act with amendments is posted for public review and the county board will comply with the open meeting requirements.
Motion by Johnson, seconded by Woodruff to approve the minutes regarding the Lincoln County Board of Commissioners meeting held on March 30, 2020. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Johnson to receive and order filed the treasurer’s receipts. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Hewgley to authorize the Chairman to sign a letter of engagement with the Nebraska Auditor of Public Accounts for auditing services with the one year option for the fiscal year ending June 30, 2020.
Commissioner Johnson asked about the 2 and 3 year options. It was discussed and the County Board agreed that one year was appropriate at this time.
Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Commissioners recessed at 9:15 A.M. and the Lincoln County Board of Equalization convened.

County Assessor, Julie Stenger appeared as well as County Treasurer, Shelly Franzen.

Motion by Weems, seconded by Johnson to approve and authorize the Chairman to sign the certificates of correction or refund submitted by the County Assessor on real property. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Hewgley, seconded by Weems to approve the motor vehicle tax exemption application submitted by North Platte Catholic Schools as recommended by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Weems, seconded by Johnson to approve the motor vehicle tax exemption application submitted by Bethel Evangelical Church as recommended by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Johnson, seconded by Woodruff to approve the motor vehicle tax exemption application submitted by Community Action Partnership of Mid Nebraska as recommended by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Motion by Woodruff, seconded by Weems to approve the motor vehicle tax exemption application submitted by Great Plains Health as recommended by the County Treasurer. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
The Lincoln County Board of Equalization adjourned at 9:22 A.M. and the Lincoln County Board of Commissioners reconvened.
Update by Brandon Myers of Region 51 Emergency Management on COVID-19. As
of 8 A.M. today there are 15 positive tests in Lincoln County with a total of 367
state wide. The state has received some of the shipment from the Federal strategic
stockpile and a second shipment is on its way. Nebraska is part of the Major Disaster
Declaration signed by the President. Permits are not needed yet for travel in Nebraska.
If needed, they will be issued by the employers. Nebraska does not have any of the
rapid test kits yet.
Motion by Weems, seconded by Woodruff to appoint Anthony R. Johnson of Sutherland
to the Noxious Weed Board to fill the unexpired term of Darold Miller from 4-6-2020 to
January, 2023. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff
voted “aye”. Nays, none.
Motion by Weems, seconded by Hewgley to adopt Resolution No. 2020-13 authorizing the Chairman to sign a contract with the State of Nebraska Department of Roads for Project STWD-CBMP (4) (O’Fallon Bridge). Upon roll call vote Hewgley, Weems, Henry,
Johnson and Woodruff voted “aye”. Nays, none.
The following bids were received for LCDOR-2020-01 overlay projects: Paulsen Inc. – $69.37 a ton, total bid $1,456,770.00, start date 6-15-20, end date 9-4-20; Western Engineering – $91.50 a ton, total bid $1,921,500.00, start date 9-7-20, end date 10-31-20.
Motion by Hewgley, seconded by Woodruff to accept the low bid of Paulsen Inc. in the total bid amount of $1,456,770.00 for LCDOR 2020-01 overlay projects. Upon roll call vote Hewgley, Weems, Henry, Johnson and Woodruff voted “aye”. Nays, none.
Commission Woodruff asked about Woody inspecting the 2020 projects for the county as he did the 2019 projects.
Commissioner Weems suggested we leave that as a tentative plan and ask Carla to check with Woody to see if he would be available.
Carla O’Dell, Lincoln County Highway Supt., presented the following four options for the Cattle Growers Road project:
Option 1 – crushed granite base and crushed granite cap – Estimated cost $821,556.80
Option 2 – dirty millings base and crushed granite cap – Estimated cost $464,556.80
Option 3 – dirty millings base and gravel cap – Estimated cost $278,376.80
Option 4 – dirty millings base and 6” asphalt overlay – Estimated cost $2,475,066.80
They have started the drainage project on Cattle Growers Road as of today with an estimated cost of $13,727.30.
Commissioner Weems commented he is looking at a valued investment that has longevity. Highway Supt., Carla O’Dell, concurred. Weems told audience members that the County Board has asked questions and researched various options to decide on the best approach.
Dan Albrecht, of Albrecht Sand & Gravel, reported that Cattle Growers Road is a typical sandhills road. Subgrade stabilization will need to be done first and something added to the base to firm up the blow out area.
Commissioner Weems asked his opinion on what he felt would be best for the subgrade.
Albrecht replied that he thought the dirty millings would work for the subgrade. He did not feel that 3 inches of crushed granite would be enough for the cap and that 4 or 5 inches would be better.
Commissioner Hewgley that whatever we put down for the cap needs to be mixed with some clay.
Commissioner Weems responded that the crushed granite does have the binder.
Albrecht commented that having the whole section of road uniform would be optimal.
Commissioner Woodruff asked about the availability of the crushed granite.
Albrecht responded that there is availability but it would have to be trucked here to North Platte.
County Board discussed if it would be better to stockpile the crushed granite at the county site and the cost of hauling it the additional mileage.
Albrecht commented that the road should have no traffic until the section of road is complete or it will tear up the subgrade. He estimated 60 days to get the tonnage needed to the site and there may be some delays due to weather.
County Board directed Carla O’Dell to gather additional information for Option 2, which is the dirty millings subgrade and adding another inch of granite cap to make it 4 inches and also additional estimated cost to haul crushed granite to the county stockpile site closer to the project.
O’Dell estimated that a 4” cap of crushed granite would be approximately 10,920 tons.
